Primary Function of Organizational Unit |
The Academic Resource Management Office (
ARMO) operates within the Office of Academic Affairs and supports the Provost.
ARMO facilitates effective stewardship of resources by providing leadership and support to enhance administrative and fiscal operations in all areas of Academic Affairs.
ARMO develops a comprehensive divisional budget and personnel model to provide integrated resource planning and analysis, and ensuring data capabilities that supports leadership decision-making and reporting requirements with strategic objectives of the division and University. The office works in close coordination with campus partners to guide, refine, and interpret major policies and process areas that have significant impact on the division to promote student success, efficiency, accountability, and appropriate cost and procedural controls. |
Primary Purpose of Position |
Under the supervision of the Associate Provost of Academic Budget and Personnel, the Finance and Analytics Officer will provide leadership to support data-driven decision-making through effective development, analysis, monitoring and record-keeping of budgetary activities for the Division of Academic Affairs. The primary duties of this position is related to the implementation, monitoring, and reporting of fiscal and business processes, including budget reconciliation, expenditure and budget transfers, department spending and purchasing activity reconciliation. The Finance and Analytics Officer serves as a source of procedural knowledge; therefore, problem-solving and strong attention to detail are essential to this role. In addition, the ability to communicate effectively, to be flexible, and exhibit a positive and professional attitude directly contributes to the success of the entire team. |
Required Knowledge, Skills, and Abilities |
The successful candidate must possess:
- Bachelor's degree in Business Administration, Finance or related field and advanced knowledge of standard accounting principles, budget preparation, and business practices required.
- Minimum of five years as a budget officer or analyst or an equivalent combination of education and experience
- Knowledge of sound fiscal management policies, systemic internal controls, finance and business acumen.
- Demonstrated financial management, budgeting and accounting experience and skill. Experience with Banner and Finance modules, demonstrated experience with automated financial systems; Advanced, demonstrated knowledge and experience with MS Excel, MS Word, MS PowerPoint required.
- Logical and critical thinking, analysis, strong communication skills - both oral and written, creativity, problem solving, and organizational skills are essential to proper performance in this position.
- This position has a great deal of face-to-face contact and therefore it is essential that a positive, team player attitude be shown at all times. Must have the ability to establish and maintain effective and cooperative working relationships with others; relate effectively to peoples of varied academic, cultural and socioeconomic background using tact, diplomacy and courtesy.
- The ability to work well under stress and deadlines and manage multiple diverse functions simultaneously is also required.

Minimum Education/Experience |
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.

Primary Responsibilities and Duties

- Works with the Associate Provost for Academic Budget and Personnel to develop, implement and verify standard financial and operational practices and structures that are aligned with the University, and external best business standards.
- Leads the reconciliation process of the Academic Resources Management Office (ARMO). Monitors and tracks department spending (i.e. using Banner and spreadsheets, etc.) and notifies Budget/Business Officers of potential deficits before they occur. Runs routine reports and queries related to the budget and expenditures. Prepares routine fiscal and budget related reports.
- Prepares and presents monthly, quarterly, as well as adhoc reports, to track program expenditures as well as revenue across the division; and to analyze budget versus actual reporting for both revenue and expenditures.
- Performs and present trend analysis and forecasting of major revenue and expense areas to allow for more efficient financial and programmatic decision-making by identifying potential shortfalls.
- Approves requisitions, journals, travel and business expense reports, and other financial accounting transactions for the unit. Identify and investigate erroneous charges or journal entry errors in Banner in an effort to correct any discrepancies and allow for appropriate funds.
- Verifies and approves invoices for payment, and reconciles purchasing transactions (invoices, PO's etc.) while complying with state and federal guidelines. Resolves vendor billing problems.
- Review and monitor travel requests, paying attention to coding, budget details, expenditures and activities to ensure compliance with local and state regulations, policies and procedures; assist in the development and maintenance of the internal travel procedures.
- Assists the Associate Provost with day to day fiscal operations, yearly or mid-year budget planning process by providing fiscal information.

- Plan, organize, coordinate and the division budget development process; develop and implement timeline, schedule, procedures and format related to budget preparation and maintenance; advise the division senior leadership of budgetary issues and concerns.
- Manage all Division operational budget allocations and generate operational budget allocations for each department.
- Assist departments with preparing their operational budgets, providing consultation and instruction on preparing budget submissions, attending budget hearings, performing follow up functions to ensure the departments adhere to the hearing action items, and compiling the final fiscal budget for submission to the University Budget Office; as well as on-going monitoring of budgetary compliance.

- Assist in developing and administering the Academic Affairs operational budget models as necessary to support funding allocation. Review actual performance against budgeted performance and prepare reports explaining budget deviations for use by division senior leadership, as well as quarterly, annual and other periodic financial reports requested.
- Analyze financial performance and trends for individual organizational units in order to determine their financial resource capability in the context of implementing programs; as well as providing detailed analysis of findings with recommendations for corrective actions.

- Clarify campus Strategic Business Plan capital and operational requests.

- Author Business Office assessment plans when needed and collect results.
- Attend strategic planning meetings and keep spreadsheet of all initiatives so they can be implemented in the budget process.
