The Department of SEAM Registration is seeking a University VA School Certifying Officialto assist military affiliated students and their eligible family members in navigating the process of using VA educational benefits and certify these benefits to the VA. The ideal person will proactively engage students who are military service members, veterans, and their spouses and dependents to ensure a high quality student experience. The SCO will also respond to inquiries of prospective students and families who plan to utilize Veteran Education benefits. This person will play an integral role in supporting the success of student veterans and other military-affiliated students throughout all schools and divisions of the Johns Hopkins University.

Specific Duties & Responsibilities

  • Develop and maintain a broad knowledge of VA education benefits-Post 9/11 GI Bill (33), Montgomery GI Bill (30), Vocational Rehabilitation Benefits (31), DEA (35), Reservist GI Bill (1606) for the purpose of certifying veterans for educational benefits.
  • Designated as University official with the VA (state and federal), and responsible for confirming education requirements, enrollment status, tuition, and fees for VA students.
  • Complete annual required VA School Certifying Official training, both online and in-person.
  • Manages prospective and current VA student inquiries and information requests in all forms, including in-person, voicemail, e-mail correspondence.
  • Thorough knowledge of all JHU degree and certificate programs. (currently 470+)
  • Inform students regarding their eligibility for GI Bill educational benefits processes, include but not limited to application process for VA education benefits, regulations of the GI Bill and how it is applied at private schools, registration, payment process, verification forms and eligible programs.
  • Reviewing, evaluating, and performing verification of student records to determine certification requirements as well as ongoing changes to enrollments and course compliance, to the VA within a specific time-frame.
  • Entering and updating military-connected student information in the JHU Student System and VA-Enrollment Manager.
  • Monitor the approved program lists in WEAMS. (University-wide)
  • Advising benefited VA and Military students on all factors that have a potential impact on VA and TA educational benefits; including, but not limited to successful academic progress, credit hour requirements, changes to student schedule.
  • Provide necessary correspondence to benefited VA and Military students regarding important information and updates to VA educational benefits as well as changes to university processes and procedures.
  • Will have the authority to contact the VA hotline directly to clarify any issues about eligibility, payments, refunds for all of the divisions of JHU.
  • Maintaining knowledge of current trends, congressional changes and developments in the field by attending VA development training, workshops, seminars and conferences.
  • Administer and monitor the Johns Hopkins division/school sponsored Yellow Ribbon program, and the various requirements at each division/campus.
  • Maintain files for student Veterans for Department of Veterans Affairs (VA) requirements and Maryland Higher Education Commission (MHEC) required compliance audit.
  • Assist the Director of Veteran Services with obtaining proper data and documents for all Federal, State and Veteran's Administration VA Education compliance.
  • Assist with directing VA Work study student employees with Veteran related tasks as well as maintaining Work-study timesheets.
  • Operating effectively within the divisions of the University and organizational structure with close collaboration in Financial Aid and Third Party Payer Office.
  • Manage VA debt letters that are sent to the JHU Schools to ensure refunds are promptly made to the Veterans Administration.
  • Become an active member of the JHU Veteran's Affinity Network.
  • Assist with commencement ceremonies, specifically for VA students.
  • Performing other duties as assigned.

Special Knowledge, Skills, and Abilities

  • Veteran Education Benefit compliance knowledge and WEAMS requirements.
  • Excellent oral and written communication skills.
  • Excellence in customer service.
  • Thorough knowledge of the many veterans benefit programs and their application at a private school; military portal knowledge.

Technical Qualifications or Specialized Certifications

  • VA SCO training certificate or previous VA SCO training; solid math skills; knowledge of VA Enrollment Manager system.


Minimum Qualifications
  • Bachelor's Degree.
  • One year of related experience.
  • Additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Three year's experience as a VA School Certifying Official.

The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
