Description
Contingent Upon Contract Award We are seeking an experienced Acquisition Analyst to provide strategic support across multiple DoD Program Offices within the Joint Project Manager Chemical, Biological, Radiological, Nuclear (JPM CBRN) Sensors portfolio. This position is pivotal in managing ACAT II, III, and IV programs, enhancing acquisition strategies, and ensuring compliance with DoD directives. Clearance Required: Secret Key Responsibilities:
- As a Site Supervisor - directly manage on-site personnel and ensure the smooth execution of daily tasks. Act as the bridge between the contractor team, the Contract Manager, and government representatives.
- Technical and Scientific Assistance: Offer expert guidance to the Biological Detection Systems, Radiological Nuclear Defense, Reconnaissance and Platform Integration, and Chemical Detection and Mobile Analytics offices in acquisition, planning, sustainment, and lifecycle management.
- Acquisition Framework Implementation: Utilize the Adaptive Acquisition Framework Pathways from DoDI 5000-series to analyze, plan, and manage program acquisitions.
- Evaluation and Analysis: Support headquarters and product management offices in evaluating and analyzing acquisition strategies, ensuring adherence to statutory, regulatory, and directive requirements to achieve successful milestone reviews.
- Business Process Optimization: Develop strategies to reengineer business processes across approximately 20 programs, aiming for efficiency, cost reduction, and elimination of redundancy.
- Stakeholder Engagement: Act as a liaison with various stakeholders including JPEO CBRND Headquarters, HQDA, and external partners to manage requirements, technology transfers, testing, and other program support functions.
- Program Documentation: Review, analyze, and advise on program documentation like acquisition strategies, baselines, cybersecurity, and integrated master schedules.
- Strategic Recommendations: Provide tailored acquisition and contracting solutions that align with the unique demands of CBRN Sensor programs.
- Organizational Performance: Assess integration across functional areas to optimize performance, ensure milestone achievements, and support operational capabilities.
- Roadmap Development: Create acquisition roadmaps based on policy analysis to guide future program directions.
- Senior-Level Reporting: Deliver high-level analyses, strategic recommendations, and presentations to leadership.
Qualifications
Qualifications:
- Education: Bachelor's degree in business, science, technical, or a related discipline.
- Experience: Minimum of twelve (12) years in acquisition lifecycle management.
- Technical Skills: Proficient in using Microsoft Suite tools (Project, Outlook, PowerPoint, Excel, Word) for document creation and communication.
