Purpose of Position

To provide leadership and management for U. T. System Capital Improvement Program (CIP) by documenting and maintaining internal records of project approvals by the Board of Regents (BOR) and the Texas Higher Education Coordinating Board (THECB).

Essential Functions

  • Provide leadership of the Capital Expenditure Policy with staff and campus personnel.
  • Provide leadership and management of the Capital Improvement Program (CIP).
  • Manage database and background information related to CIP, verifying information submitted is accurate and complete. Provide quarterly updates and comprehensive annual updates to the CIP.
  • Manage THECB applications and approvals. Provide guidance to campuses on THECB issues and manage changes to CIP as it relates to Board of Regents (BOR) rules. Verify information submitted is complete and accurate.
  • Maintain an understanding of enabling laws which result in the THECB and BOR rules, where appropriate.
  • Manage BOR agenda items amending CIP or approving CIP projects and reviewing and proposing revisions to rules.
  • Prepares ad hoc reports on the CIP and research CIP related questions as needed.
  • Review and approve all CIP required project letters. Manage, maintain, and monitor all non-CIP projects as required.
  • Other duties as assigned.
Knowledge, Skills & Abilities

  • Independent contributor working in multiple databases, communicating with various departments across all UT System institutions.
  • Ability to work on multiple projects, while maintaining BOR quarterly deadlines is essential.
Required Qualifications

  • Bachelor's degree in business administration or related field and 5 years of related experience, or an equivalent combination of experience and education.
Preferred Qualifications

  • Familiarity with THECB rules and regulations as they relate to CIP Projects.
  • Experience using Microsoft Office products.
  • Familiarity with Oracle Cloud Infrastructure.
Working Conditions

  • May work around standard office conditions.
  • Repetitive use of a keyboard at a workstation.
  • Use of manual dexterity.
Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration. Background checks are conducted by third-party vendors. Upon request form the third-party vendor, candidates under final consideration must provide the required information for the background checks to be completed.
