About the Department |
The Benefits, Employee Wellness, and Work-Life Programs Team at North Carolina State University administers statutory and voluntary benefit programs, as authorized by the General Assembly of North Carolina, the Office of State Human Resources, and the
UNC System of Institutions for over 10,000 full-time and temporary employees. The
UHR Benefits Team is responsible for managing the overall design, compliance, administration, communication, implementation, and maintenance of benefit and leave programs. In addition to health, welfare and retirement benefits, the
UHR Benefits Team has the responsibility for directing many other support programs.
This position serves the campus community and is based on NC State's campus. While hybrid and flexible work opportunities currently exist, all positions within our team maintain an in-person presence to support the needs of our employees and campus partners. |
Essential Job Duties |
The HR Benefits Consultant plays a critical role in providing high-level strategic guidance and direct support for benefits administration at NC State University. This position requires a high degree of accountability and expertise, serving as a trusted advisor and subject matter expert in benefits enrollment, qualified life events, retirement processing, the Affordable Care Act (
ACA), and various benefit programs such as Benefits Orientation, Phased Retirement, and other key initiatives.
HR Benefits Consultants are highly visible campus partners, collaborating with colleges, divisions, and units to understand and address the unique needs of their employee populations. They provide consultation, education, and tailored solutions to enhance the employee benefits experience and drive engagement. In addition to technical expertise, this role requires strong problem-solving skills, adaptability, and the ability to navigate complex situations with professionalism.
Key Responsibilities
- Administer benefits programs in accordance with university, state, and federal policies, including health and welfare plans, retirement programs, 401(k)/403(b)/457(b), and leave administration.
- Serve as a primary resource for employees navigating benefits enrollment, life events, and retirement, ensuring compliance and clear communication.
- Act as a strategic partner to campus colleges, divisions, and departments, proactively engaging with leadership and HR liaisons to address benefits-related needs.
- Maintain a high level of visibility, conducting outreach efforts and educational sessions to support employees across various units.
- Navigate sensitive situations with professionalism, ensuring employees receive timely and accurate information while feeling supported.
- Effectively manage workload and meet established deadlines while maintaining quality and attention to detail.
- Adapt to evolving policies and workplace demands, demonstrating strong critical thinking and problem-solving skills.
- Stay current on policies related to benefits, retirement, and leave programs, educating employees and HR partners on compliance requirements.
- Develop expertise in university, System Office, and State processes related to benefits and leave management.
- Participate in cross-training opportunities to expand knowledge in retirement, leave, and benefits administration, reinforcing a team-based approach to employee support.

Qualifications
Minimum Education and Experience |
Bachelor's degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. |
Other Required Qualifications |
- Benefits, leave, and/or pension administration work experience with progressive responsibilities in benefits (including defined contribution and defined benefits retirement plans) compliance.
- Strong computer skills required with a proficiency in Microsoft Office Suite and HRIS Systems (Peoplesoft a plus) including analysis, system and user testing, query, problem resolution and planning.
- Solid knowledge of the IRS code, DOL rules and, North Carolina State regulations as they apply to benefits, retirement, and leave programs.
- Demonstrated ability to work effectively within and across various departments on complex projects.
- Strong analytical, organizational and problem solving skills.
- Demonstrated experience communicating/supporting customers across multiple tiers of the organization effectively.
- Ability to multi-task and see projects through to the end.
- Basic ability to understand and interpret multiple plans documents, policies, procedures, legal requirements, and retirement plan concepts.

Preferred Qualifications |
- Consultative experience in Benefits Administration, Human Resources, Employee Relations or Leave Administration
- Experience with an automated HR information system
- Experience with case management tools (ex:ServiceNow)
- Experience in a large company/college setting (3000+ employees)
- Bi-lingual a plus
PHR/SPHR, CEBS or CBP certification preferred
