Responsibilities

Arcfield is growing and seeking a Systems Engineer Technical Specialist to support Concept Development for their customer's COMM Directorate. The ideal candidate for this position will be able to identify and develop stakeholders, involved with the system throughout its life cycle, and their needs, expectations, and desires. They will be able to analyze and transform these into a common set of requirements that express the intended interaction the system will have with its operational environment and that are the reference against which each resulting operational service is validated. Key Responsibilities Include:

  • Assist active assessments of the new external stakeholder mission/user needs, architectures, technical capabilities, guiding policies and directives, procedures and other stakeholder guidance to include identification of latent and emerging needs in advance of change and to facilitate mission requirements and needs as required
  • Support the identification and documentation of the driving needs and objectives for the IT enterprise, systems and services in accordance with reference requirements guidance
  • Work with stakeholders to conduct a needs and gaps assessment and to determine whether planned activities addressing the assessment meet architectural intent, as directed
  • Document user capability needs, capability gaps, and technology gaps in accordance with reference requirements guidance
  • Help create and coordinate concept of operations document as required in accordance with reference concept of operations guidance

Qualifications

Required:

  • BS 10-12, MS 8-10, PhD 5-7
  • Must possess and have the ability to maintain an Active Top Secret / SCI w/Poly Clearance
  • Bachelor's degree in science, Technology, Engineering, or Mathematics in Science, Technology, Engineering, or Mathematics
  • Strong customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
  • A commitment to quality, accuracy, continuous improvement, and be detailed oriented
  • Proven ability to work independently and collaboratively, managing multiple tasks concurrently
  • Good communication skills to liaise with technical and non-technical audiences
  • Analytical, problem-solving, and project management skills
  • Demonstrated judgment, initiative, and critical thinking to execute mission objectives
  • The ability to travel as necessary to satisfy assigned tasks
  • Flexibility to execute additional duties as assigned
  • Has demonstrated a holistic approach in order to design, develop, evaluate and modify end-to-end systems and systems-oriented products through their entire life cycle
  • Has the ability to quantify requirements based on customer description, system planning and design, and acquisition logistics
  • Has established and coordinated the development of standards, practices, and procedures as related to overall product development
  • Has designed interfaces and brought system elements together so they work as a whole
  • Has acted as a customer liaison and supporter for business development activities in order to understand and shape requirements
  • Can translate high level product development strategies into system requirement specifications and work with multi-discipline engineering teams to develop lower-level detailed requirements

Desired:

  • Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
  • Experience ensuring requirements comply with client requirements and government standards through formal verification methods
  • Participated in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation
  • Generate system level requirements verification procedures and customer acceptance test procedures
  • Has reviewed test plans/procedures to ensure they meet the objectives of the contractual requirements and participated in the testing process to validate requirements
  • Has participated in system conceptual designs and documented the design concepts
  • Has experience working for the Federal Government/IC
