Job Description: Information System Security Officer (ISSO)
Location: Remote- occasional on site Silver Spring, Maryland Area
Project: Supporting the National Oceanic and Atmospheric Administration (NOAA)

We are seeking an Information System Security Officer (ISSO) / IT Security Specialist to join our project team supporting the National Oceanic and Atmospheric Administration (NOAA). In this role, you will contribute to the building, operation, and security of enterprise-grade software systems that are critical to NOAA's mission. The ISSO will be responsible for ensuring the integrity, confidentiality, and availability of NOAA data through policy development, oversight, cybersecurity measures, and training. Must be US Citizen.

Responsibilities:

  • Policy Development and Oversight: Develop and implement IT security policies and procedures to safeguard NOAA's information systems and data.
  • Training and Awareness: Conduct briefings and provide annual training for all personnel accessing sensitive information to ensure awareness and compliance with security protocols.
  • Security Measures: Implement and manage security technologies (firewalls, encryption, vulnerability scanning) to protect NOAA's IT resources and ensure they remain secure.
  • Incident Response: Lead efforts to respond to and investigate IT security incidents, ensuring quick, effective resolution and coordination with relevant parties.
  • Collaboration: Collaborate with NOAA departments and external agencies to ensure a unified approach to IT security across the organization.
  • Accreditation: Oversee the accreditation of NOAA's IT systems, ensuring systems meet established security standards and guidelines.
  • Continuous Monitoring: Provide continuous monitoring of NOAA's IT infrastructure, ensuring ongoing situational awareness and early detection of security threats.
  • Risk Management: Assess vulnerabilities and security risks within NOAA's systems, proposing and implementing risk mitigation strategies.
  • Security Assessments: Participate in ongoing Security Assessments for each application, including support for achieving and maintaining an Authority to Operate (ATO), and addressing security issues identified in the POA&M (Plan of Actions & Milestones) and Security Assessment Report.
  • Data Masking: Implement data masking procedures to protect Personally Identifiable Information (PII).
  • Guidance and Instruction: Provide guidance and instruction to staff regarding their individual responsibilities within the cybersecurity framework.
  • Education and Awareness: Educate internal and external stakeholders on the latest trends, threats, and best practices in cybersecurity.

Required Qualifications:

  • Proven experience in IT security roles, preferably in a federal or governmental environment.
  • Knowledge of security frameworks (NIST, ISO 27001, etc.), and security tools.
  • Familiarity with incident response processes and vulnerability management.
  • Experience with security accreditation and continuous monitoring.
  • Strong communication and collaboration skills, with the ability to work across multiple teams and agencies.
  • Ability to obtain and maintain a Public Trust background check.

Preferred Qualifications:

  • Experience working with NOAA or similar federal agencies.
  • Experience with COTS (Commercial Off-The-Shelf) and custom IT systems.
  • Familiarity with data masking and encryption techniques to secure sensitive data.

The ISSO plays a pivotal role in safeguarding NOAA's IT systems and ensuring the protection of mission-critical data. This position is based in the Silver Spring, Maryland area, and offers an exciting opportunity to contribute to the security of federal IT systems supporting the nation's vital environmental data.

Required Skills:

* 5+ years of experience in an IT Security Specialist role

* In-depth knowledge and experience with the full range of federal information security and privacy law, policy, standards, regulations and guidelines including the Federal Information Security Modernization Act (FISMA), Office of Management and Budget Circulars A123 and A-130, National Institute of Standards and Technology SP800-53 security standards, and regulations issued by the National Archives and Records Administration.

Education/Certification Requirements:

* Bachelor's degree in Computer Science or related discipline
