Rutgers, the State University of New Jersey is seeking a Manager, Cost Analyst for the University Controller's Office.
This position is under the direction of the Associate Controller, Cost Analysis & Capital Equipment Management. The Manager of Cost Analysis is responsible for assisting in the development of the annual fringe benefit rate cost proposals to the federal government, assisting in the preparation and submission of fringe benefit reporting and payments to the State of NJ and serves as the point of contact for University departments regarding fringe benefit information and compliance. Accounting control is maintained through the development and enforcement of policies, execution of procedures and preparation of records necessary to safeguard assets and provide reliable financial information to a wide range of users. The Manager will support the Associate Controller in enhancing systems and developing best practices to support the education, healthcare, and research missions of the University, while ensuring high standards of compliance with federal, state, and local regulations. In addition, the Manager will assist in leading a department committed to improving processes and providing outstanding service to key stakeholders.
Among the key duties of this position are the following:
- Manages the operations of the Cost Analysis team within the University Controller's Office and maintains fiscal and accounting control of the University's official general ledger for fringe benefits accounting.
- Assists the Associate Controller in leading a department committed to improving processes and providing outstanding service in an increasingly complex and demanding regulatory environment.
- Directs and supervises staff who conduct a wide range of tasks including the review, analysis, reconciliation and reporting of financial activity recorded in these funds, as well as those more significant functions enumerated below.
- Ascertains accounting/financial assistance provided to departments as it relates to development and submission of annual fringe benefit rates to the federal government, preparation and submission of fringe benefit reporting and payments to the State of NJ and serves as the point of contact for university departments regarding fringe benefit information and compliance.
- Manages the preparation of a variety of financial reports and analyses regarding fringe benefits for use by senior management and other departments of the University.
- Assists the Associate Controller in cost accounting functions related to the Facilities & Administrative (F&A) cost rate proposal, space surveys, service center oversight, and for all F&A monitoring and reporting.
- Serves as a resource and works closely with units to ensure compliance with financial regulatory requirements.
- Assists the Associate Controller in the preparation, development, and audit of the F&A proposal and works with IP&O and other University offices in obtaining the necessary information.
- Monitors the effective rate of the F&A recoveries and leads process improvement efforts.
- Assists the Associate Controller with the timely preparation of surveys and reports required by external agencies and authoritative bodies.
- In conjunction with the Associate Controller, develops policies, procedures, reviews systems and internal controls necessary to administer and control Fringe Benefit Accounting and Reporting and the F&A Proposal.
- Responsible for reviewing existing procedures on an ongoing basis to develop greater operating efficiencies within the department.
- Modifies and redevelops existing procedures in response to a continually changing financial environment. Must often consider the effects on the University's various systems, including Oracle Cloud GL, PPM, and HCM (i.e. HR/PR going live 7/1/25).
- Utilizes analytical tools to enhance the use of cost analysis in the financial management of the University.
- Responsible for the development and maintenance of these procedures in the departmental procedures manual.
- Manages and supervises professional, clerical and temporary staff as assigned.
- Handles performance evaluations, disciplinary proceedings and other performance related issues.
- Provides on-the-job training and other training opportunities as appropriate.
- Handles all other personnel related matters.
- Completes various projects for the Associate Controller, University Controller, and senior management as assigned.

Qualifications
Minimum Education and Experience |
- Bachelor's degree in Accounting or Finance or an equivalent combination of education and/or experience.
- Five (5) years of progressive experience including professional accounting and in public accounting, general accounting, fund accounting, financial reporting, or financial analysis.

Required Knowledge, Skills, and Abilities |
- Supervisory experience.
- Specialized knowledge of college and university accounting, management, and fund accounting.
- Specialized knowledge of rules and regulations governing Federal/State fringe benefit programs and Facilities & Administrative (F&A) cost rate proposals.
- Experience in a research institution of higher education in cost accounting & analysis
- Experience in managing the work of professional staff accountants.
- Ability to work with large amounts of data.
- Demonstrated oral and written communication skills; ability to deal with all types of individuals and all levels of management.
- Ability to juggle multiple priorities amid constant interruption, handle difficult situations and work under pressure conditions.
- Ability to read and interpret legal documents/agreements.
- Knowledge of personal computers software applications, especially Excel and use of pivot tables, database management tools, as well as Oracle Cloud ERP.

Preferred Qualifications |
- Knowledge of Oracle Cloud systems and report querying tools, such as Tableau.
- Experience in using Excel and knowledge of pivot tables.
- Experience in a research institution of higher education in post award.
