Budget Analyst (Part-time)

Job Summary:

Northeastern Illinois University (NEIU) is seeking a highly detail-oriented and proactive Budget Analyst to join the Center for College Access and Success (CCAS) team. The primary responsibility of this position will be to provide financial oversight and support for grant-funded programming that ensures project expenses are monitored and tracked accurately in compliance with university, state, and federal policies and procedures and reporting regulations.

As a key member of the CCAS team, the Budget Analyst will collaborate closely with program managers, financial officers, and other stakeholders to manage the proper allocation and use of grant funds. The ideal candidate will have experience in budgeting and financial reporting within an academic or non-profit environment and possess strong analytical skills with a commitment to detail.

Job Description:

  • Prepare a financial plan that reflects the utilization of project funding to implement proposed activities

  • Distribute budget allocations to facilitate the acquisition of goods and services for program activities

  • Monitor data collection to track expenses and align spending with budgetary guidelines and grant specifications

  • Create budget amendments to align financial activities with grant programming

  • Review and analyze financial reports to ensure compliance with federal, state, and institutional policies and policies as per terms of grant funding

  • Identify and resolve discrepancies in financial transactions and provide recommendations for adjustments

  • Assist in developing and revising budget forecasts for grant programming based on spending trends and program needs.

  • Analyze budget data to identify potential cost-saving opportunities and operational efficiencies

  • Monitor and evaluate financial performance to ensure funds are being used efficiently and effectively

  • Assist with the preparation and submission of financial reports required by grantors or funding agencies

  • Prepare financial reports on a routine basis that entail detailed project expenditures that are aligned with the terms and conditions of the grant agreement

  • detailing all project expenditures and forecasting future financial needs

  • Monitor and evaluate financial performance to forecast program needs and to corroborate efficient and effective use of funds

  • Support the preparation of program audits and provide required documentation related to grant expenses

  • Maintain a comprehensive record of expenditures, invoices, and other financial documentation as required by NEIU and grant reporting standards

  • Work closely with CCAS program staff to assist in the preparation of budget proposals and revisions for ongoing and future grant projects

  • Provide financial guidance and training to program managers to enhance financial planning and budget management capabilities

  • Serve as a liaison between the CCAS team and the NEIU Office of Grants and Accounting to ensure compliance of proper financial processes

Minimal Qualifications:

1. High school diploma or equivalent.

2. Any one or combination totaling three (3) years (36 months) from the categories below:

A. course work in accounting, business administration, finance, statistics, or a closely related field, as measured by the following conversion table or its proportional equivalent:

  • 30 semester hours equals one (1) year (12 months)

  • Associate's Degree (60 semester hours) equals eighteen months (18 months)

  • 90 semester hours equals two (2) years (24 months)

  • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)

B. work experience in budgeting, financial management, or closely related experience.

DEPARTMENT PREFERENCES

1. Bachelor's degree in accounting, Finance, Business Administration, or a related field.

2. A Master's degree or relevant professional certifications (e.g., CPA) is a plus.

3. Minimum of 2 years of experience in budget analysis, financial reporting, or accounting, with a preference for experience in grant-funded programs.

4. Previous experience with 21st CCLC or similar educational grant programs is highly desirable.

5. Familiarity with university financial systems, budget management software, and governmental grant compliance regulations is a plus.

6. Strong proficiency in Microsoft Excel and financial management software (experience with Banner or similar ERP systems is a plus).

7. Excellent attention to detail with the ability to analyze and interpret complex financial data.

8. Strong organizational and time management skills with the ability to manage multiple tasks and deadlines.

9. Excellent written and verbal communication skills.

10. Ability to work collaboratively in a team-oriented environment and communicate financial information to non-financial stakeholders.

11. Familiarity with federal and state regulations regarding grant funding, especially in the context of education and after-school programming.

12. Knowledge of budget forecasting, expenditure tracking, and cost management principles.

13. Ability to work in an office environment, using a computer for extended periods.

14. Occasional lifting of up to 15 pounds for office supplies and documents.

Hours: Flexible hours between 9:00 AM - 4:00 PM Monday - Friday, no weekends. (15 hours per week maximum)

Location: Carruthers Center Campus ( 700 E Oakwood Blvd, Chicago, IL 60653)

Setting: In-office with possibility to progress to a hybrid schedule.

This position requires a background check.
