Responsibilities
Arcfield is looking for a Financial Analyst to join our team to provide plans, budget and execution support. The selected candidate will assist with the execution and monitoring of contract activities as well as the Government's internal control programs. Responsibilities include but are not limited to:
- Prepare and finalize Sponsor's budget formulation and build out and process transactions
- Develop the Sponsor's draft fiscal program builds for government review
- Compile and review spend plans
- Assist in tracking, documenting and validating financial commitments, obligations, and expenses
- Execute budget program, monitor spending of the programs ensuring programs align with available resources and goals
- Draft responses for budget exercise requirements ensuring they are rational, defensible, executable, and align with the organizational goals
- Draft fiscal guidance and implementation schedules for review for each budget phase
- Prepare responses to congressional inquiries and actions, assisting with the coordination of inputs from other offices or agencies as necessary
- Collecting and analyzing data for financial data calls and portfolio reviews
- Assist in cost reduction analysis
- Assist with the review and evaluation of IC budgets aligned to issues and special topics
- Assist with review, evaluation, and performing trend analysis on budgets related to IC facilities, leasing and real property management
- Assist and ensure Sponsor projects and processes are aligned with the Intelligence Program Budget Submission Exercise (IPBS) and Congressional Budget Justification Book (CBJB) deadlines and milestones
- Draft SOPs to support Sponsor operations
- Provide recommendations for process improvements to the government on the budget and execution procedures
- Record the tracking interagency agreements for facilitating Economy Act and other financial transactions
- Assist ODNI and IC partners with requirements development for new start up programs and providing cost estimates that are comprehensive and realistic
- Monitor and identify changes to existing internal control processes, ensuring accurate documentation of additions, deletions, or updates
- Analyze the audit readiness of IC agencies and providing recommendations for areas of improvement to strengthen internal controls
- Review and verify accountable property management records ensuring accuracy and compliance with regulations
- Support the management of records and documents ensuring compliance with audit requirements, including organization, maintenance, and retrieval of documentation
- Research and provide recommendations for unliquidated obligations, and assist Sponsor in responding to taskers related to these obligations
- Prepare for and respond to data calls of financial operations, ensuring that all necessary documentation and information is readily available for government review
Qualifications
- Must possess and be able to maintain a TS/SCI clearance with Polygraph
- Bachelor's degree in a business and/or technical discipline, e.g., Business Administration, Business Management, or Accounting
- BS 8-10, MS 6-8, PhD 5-7
- Proven experience supporting financial-related activities for Government organizations including budget builds, spend plans, financial execution, strategy, etc
- Experience developing and implementing long-range plans to accomplish organizations goals
- Experience with IPPBE process
- Demonstrated excellent writing and ability to craft a clear concise request for defense of budget recommendations, funding and responses to taskings
- Prior experience with tracking progress of interagency agreements through the acceptance process
- Experience reconciling funding request for merit and authenticity
- Demonstrated experience with drafting SOPs, training materials, templates, and business tools to enhance knowledge and improve business operations
- Experience preparing reports and estimating future financial needs
Equal Pay Act
This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
