Overview

LMI is seeking a skilled Senior Transportation Distribution Consultant near Crystal City, VA. This role will serve as a team member supporting the Department of Defense (DoD) in reviewing and revising directives, identifying policy gaps, and planning a Tabletop Exercise (TTX) to validate and enhance emergency response procedures for military munitions transportation mishaps. This position is onsite and cannot be worked remotely.

Responsibilities

    Conduct a comprehensive review of DoDD 6055.13 and relevant DoD, Service-specific, and Defense Transportation Regulations to identify current requirements and gaps.

  • Assess prior DoD responses to National Transportation Safety Board (NTSB) accident investigations and incorporate lessons learned into policy recommendations.

  • Develop updated DoD policies and procedures to ensure comprehensive coverage of emergency response requirements.

  • Plan and execute a Tabletop Exercise (TTX) in collaboration with relevant stakeholders to validate policy effectiveness and identify additional gaps.

  • Facilitate stakeholder engagements, including meetings with OSD, military services, and defense agencies, to coordinate on policy development and emergency response planning.

  • Provide functional and technical expertise in the areas of munitions transportation, explosives safety management, and emergency response protocols.

  • Conduct root cause analyses on transportation mishaps and develop a roadmap for implementing recommendations.

  • Draft final documentation and prepare recommendations for issuing a new directive.



Qualifications

  • Master's Degree in policy analysis, transportation, logistics, emergency management, defense studies, or a related field.

  • 15+ years of relevant experience in DoD regulations, transportation safety, munitions logistics, and emergency response.

  • Demonstrated expertise in conducting policy analysis, directive development, and regulatory gap identification.

  • Experience planning and executing Tabletop Exercises (TTXs) for military or defense-related emergency response scenarios.

  • Deep understanding of DoD munitions transportation and Defense Transportation Regulations (DTR).

  • Expertise in analyzing mishaps, conducting root cause analysis, and integrating behavioral aspects of DoD emergency responses.

  • Ability to engage with senior-level stakeholders and facilitate high-level discussions.

  • Strong written and verbal communication skills, with proficiency in Microsoft Office.

  • U.S. citizenship is required, and applicants must be eligible for a security clearance. Secret Desired.

  • Willingness to travel as needed (estimated 1-2 short trips per month).

Preferred Qualifications:
  • Prior experience working with DoD policy development teams.

  • Familiarity with the Planning, Programming, Budgeting & Execution System (PPBES).

  • Experience in explosives safety management and emergency response planning.

  • Previous work supporting National Transportation Safety Board (NTSB) investigations related to military munitions transportation incidents.

Targeted Salary Range: $95,000 - $160,000
