The DRR Implementation Coordinator is a key member of the division, participating in the development of goals, objectives, long-term plans, and milestones that guide the division and align with OHCS agency efforts. This position is responsible for the coordination of developing policy, program, and performance aspects for all programs across the division. The DRR Implementation Coordinator will work closely with DRR leadership to plan and record progress, performance, and engagement activities for large-scale, coordinated, and exemplary statewide recovery programs. This position will provide recommendations to DRR leadership on division operations activities and progress and performance mechanisms for collecting and presenting DRR mission goals and objectives. The OHCS/DRR mission is to build and maintain the best recovery office in the nation, the DRR Implementation Coordinator plays a critical role in achieving this goal. The primary purpose of this key position is to research, analyze, and provide guidance for complex operations decision for the division, often considering subjective concepts such as value judgments. This position will need to utilized data as it is developed, as the DRR CDBG-DR grant activities are new to the agency and specific program data is in development or unavailable. The DRR Implementation Coordinator must use critical thinking to consider such uncertainties about the data and other variables that affect long-range DRR program performance. This position coordinates efforts on all DRR initiatives, as such, this position must complete detailed analysis of policy, law, and operational considerations to provide data driven and responsible recommendations to DRR leadership. Directs the development of a coordinated approach to DRR programs, policy, and implementations through Data Analysis, Needs Assessments, Standard Operating Procedures, and multiple other policy and planning needs for the DRR division mission. Provides internal and external workgroup facilitation and communication. Coordinates and leads planning initiatives; develops process and procedures for agency strategic planning; consult with senior management and program managers on the strategic planning process and methods. Support business planning efforts by giving consultative advice on organizational improvement methods. Lead and facilitate planning meetings with cross-functional and interdisciplinary teams to arrive at organizational improvements. Guides managers in methods of formulating performance measures and evaluating data. Leads the continuation and continuous improvement of the newly created DRR Program and Policy Implementation Committee (PPIC) coordination to ensure timely and accurate actions are recording, reported, and completed. This position serves as a primary representative of the DRR division and will represent the division at internal and external stakeholder meetings as requested. MINIMUM QUALIFICATIONSA Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. The Disaster Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery general funds along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government has allocated $422 million in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds from the US Housing and Urban Development Department. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires.
