Summary:

The Situational Awareness System Engineer is an on-site position located at McConnell AFB, KS. The Air Force Information Network (AFIN) Situational Awareness (SA) System provides an operationally relevant picture of the battle space that portrays the status and disposition of networks and the interconnections with other supporting networks. The SA Modernization Program (SAMP) delivers a single enterprise SA system that enhances the technical performance and operational effectiveness to units responsible for ensuring the health and status of the AFIN.

This role includes the testing, implementation and sustainment of solutions, ensuring system performance, and applying industry-standard concepts, practices, and procedures. This position will work closely with appropriate teams and will act as a liaison for AFLCMC/HNI.

The primary role for this position is to support the AFIN SAMP capabilities at McConnell AFB. The Situational Awareness System Engineer will provide on-site and remote engineering and integration services for the architecture and integration of products to include system architecture, solution design, performance audits, system reviews, documentation and data migration. Other duties include performing site audits and technical account management such as managing third parties, providing technical assistance and mentoring as directed, as well as providing cybersecurity recommendations in support of ATO within the RMF system.


Responsibilities

Essential Job Functions:

  • Core Tasks
    • Provide support to include but not limited to integrating additional tools into the SAMP IBM Tivoli Netcool system.
    • Provide advisement to users and review user produced Standard Operating Procedures, and training materials regarding the use of IBM Netcool.
    • Perform systems analysis, design review, configuration, documentation and implementation of system applications and related SAMP IBM Tivoli Netcool system concepts.
    • Provide vulnerability remediation support for identified Critical/High/Med/Low findings as a result of resource scans against SAMP.
    • Support Cyber Operational Readiness Assessment (CORAs) (formerly known as CCRI) as necessary, as they relate to the SAMP product suite.
    • Support organic and/or contracted efforts when needed. This may include, but is not limited to, interface development with other SA monitoring systems and assisting future integration contractors with migration/transition tasks.
    • Minimal travel may be required only if the mission demands.
  • Risk & Compliance Management
    • Ensure compliance with DoD, Air Force, and industry security standards
    • Maintain operational readiness in accordance with procedures and policies
    • Assist in conducting risk assessments and applying mitigation strategies

Qualifications

Necessary Skills and Knowledge:

  • Excellent leader with experience in managing staff of different disciplines to produce results in a timely manner.
  • Excellent communication skills.
  • Excellent problem-solving skills.
  • Strong technical knowledge of network and systems infrastructure.
  • Ability to work both independently and collaboratively in a mission-critical environment.
  • Experience managing subcontractors, vendors, and technical personnel.
  • Familiarity with U.S. DoD & U.S. Air Force procedures and the Air Force Information Network (AFIN).

Minimum Qualifications:

  • A degree in a related field and a minimum of seven (7) years of relevant experience or a total of at least ten (10) years of relevant experience
  • Experience supporting DoD Information Network, AFIN or equivalent
  • Information Assurance (IA) Technician (IAT) Level II Certification
  • A valid and current SECRET (or higher) security clearance

Preferred Qualifications:

  • Experience in managing, implementing, and administering IBM Tivoli Netcool/Omnibus, Tivoli Business Service Management, Impact and Cognos
  • Experience in managing, implementing, and administering current version of NetIQ AppManager (and its subcomponents)
  • Experience with current version of Microsoft SQL
  • Experience with current version of Windows Server
  • Scripting experience (Perl, JavaScript, HTML)
  • Network+
  • Experience with network management tools such as, but not limited to HP IMCS & SolarWinds
