About the Department of Human Resources:

The Department of Human Resources provides services to the employees and potential employees of the College. It operates as a strategic and agile partner to Pima's administration in working toward achieving the College's vision, mission, and goals.

The Department of Human Resources is a centralized service, physically located at the College's District Office, along with other centralized services. The College has more than 1,200 full-time employees, including instructional and educational support faculty, administrators, and staff; 784 adjunct faculty, and 800 temporary staff.

Overview of the Role:

The Assistant Vice Chancellor for Human Resources serves as the Chief Human Resources Officer (CHRO) for the College. Responsible for setting the overall direction for the Human Resources Department, the Assistant Vice Chancellor for HR serves as a critical member of the College's Executive Leadership Team, sculpting the way the College competes, acquires talent, and emerges in the community.

Reporting to the Executive Vice Chancellor for Finance and Administration, this senior administrator leads HR planning; fosters innovation; prioritizes initiatives; and coordinates the evaluation, deployment, and management of HR resources, processes, policies, and systems across the College.

Responsible for providing effective leadership and administration for the day-to-day operation of the department, the Assistant Vice Chancellor for HR supervises three direct reports. The Human Resources Office has an overall staff of 21 full-time equivalent employees with three direct reports.

Anticipated Annual Salary Range:

The anticipated annual base salary range for this position is $150,000- 170,000. There is a relocation reimbursement as part of the compensation package.

Role & Responsibilities:

Strategic Leadership & Workforce Planning

    Develops and executes a comprehensive HR strategy aligned with the College's institutional goals.
  • Leads workforce planning, succession planning, and talent forecasting to ensure a future-ready workforce.
  • Collaborates with senior leadership to align HR priorities with organizational effectiveness and institutional success.

Talent Acquisition & Employee Engagement

  • Oversees and directs talent acquisition, employee relations, and organizational development initiatives.
  • Develops and refines strategies to attract, engage, and retain top talent, positioning the College as an employer of choice.
  • Partners with executives to implement workforce solutions that support a culture of excellence and engagement.

Organizational & Leadership Development

  • Leads, mentors, and develops a high-performing HR team, ensuring exceptional service delivery and professional growth.
  • Implements training and professional development programs that strengthen leadership capabilities across the College.
  • Promotes a workplace culture that values inclusivity, collaboration, and continuous improvement.

HR Policy, Compliance & Governance

  • Develops, interprets, and maintains HR policies and procedures, ensuring compliance with federal, state, and local labor laws.
  • Serves as the primary liaison to the Governing Board's Human Resources Advisory Committee, providing insights on HR governance.
  • Works closely with General Counsel to assess risk, enhance policies, and manage sensitive employee relations matters.

HR Operations & Process Optimization

  • Oversees HR technology, data analytics, and process enhancements to improve operational efficiency.
  • Optimizes HRIS and workforce analytics to drive data-informed decision-making and digital transformation.
  • Leads compliance efforts, including HR audits, reporting, and regulatory reviews to ensure accuracy and accountability.

Workforce Planning & Succession Management

  • Creates staffing and succession plans aligned with future workforce needs and institutional strategy.
  • Develops competency models to identify talent gaps and implements programs to reskill and upskill employees.
  • Ensures that human capital initiatives support long-term organizational growth and adaptability.

Employee Relations & HR Services

  • Facilitates communications and collaboration with faculty, staff, and administration to foster an engaged workforce.
  • Oversees employee relations, performance management, and disciplinary procedures in alignment with best practices.
  • Champions a customer-focused HR approach, ensuring responsiveness and excellence in service delivery.

Job Qualifications & Skills:

  • Master's degree from a regionally accredited institution in a business-related field such as Accounting, Economics, Administration, or Finance;
  • Ten years of related experience required;
  • Six plus years of related experience with supervisory experience preferred.

OR

  • An equivalent combination of certification, education, and experience sufficient to successfully perform the essential duties of the job such as those listed above.
