Cape Fox Facilities Services (CFFS) is seeking qualified Construction Surveillance Technicians to support the Defense Intelligence Agency (DIA). DIA has a requirement for construction surveillance services utilizing Construction Surveillance Technicians (CSTs) to support Construction Surveillance Detection Service operations via the CST Site Security Program (SSP). The specific goal of the CST SSP is to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials to the site, and to observe activities of construction workers and/or visitors(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed. Responsibilities CSTs are individuals who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area. This role requires a high level of physical fitness, attention to detail, and a commitment to maintaining site security and project integrity. All duties must be performed in compliance with relevant safety regulations and security protocols. The CST duties and responsibilities shall include the following: 1. Monitor the activities of all personnel on the SCS at all times. 2. Document the construction activities of all persons on the SCS. 3. Document all security incidents that occur on the SCS. 4. Perform in-depth inspections of construction materials, tools, and equipment IAW the CSPprior to and after their use/installation ensuing all items are free of tampering and identifying all anomalies. 5. Material inspections will include use of specialized equipment including the Non-LinearJunction Detector, Spectrum Analyzer, and Portable X-Ray machine. 6. Contractor must provide personnel trained in the use of Technical Surveillance CounterMeasures (TSCM) equipment to effectively utilize such equipment during material inspections. 7. All materials inspections will be done at the direction of the SSM. 8. Identify anomalies and variances in finished construction work against the official projectconstruction plans. 9. Perform close-in/seal-in inspections in accordance with the CSP, SSM, and SSC direction 10. Perform access control functions, including personnel and bag searches, preventing theentry of unauthorized persons, materials, and equipment. 11. Carry out opening and closing procedures of the SCS each day as directed by the SSM. 12. Operations may include 24/7/365 operations. Hours and shifts are subject to change due to the need to meet mission requirements. 13. Willing to work at multiple locations within the National Capital Region. |
