Position General Summary:

The Manager, Human Resources, Florida Scholars Academy is responsible for overseeing and facilitating the training of Florida Scholars Academy (FSA) staff, investigating incidents at Department of Juvenile Justice (DJJ) facilities, and managing the FSA Human Resources activities, policies, and procedures. This position works collaboratively with senior leaders in their designated functional areas to analyze data and provide recommendations for action plans to resolve issues and continuously improve FSA. This position provides support with Coaching for Success and Counseling Plans for FSA. This position will work closely with the Manager, Professional Learning to make data-driven decisions to determine and execute goals, meet desired outcomes, and provide tailored learning and development to FSA employees. This position works collaboratively within Human Resources and Operations to create internal efficiencies regarding HR policies and procedures while serving as an informational resource in the Human Resources area to FSA.

Essential Position Functions:

  • Collaborate with Manager, Professional Learning to plan, modify, and oversee FSA projects and procedures related to employee learning and development.
  • Manage, lead, plan, execute, and provide guidance on learning and development projects and programs that are responsive to organizational goals and strategies.
  • Ensure continuous learning opportunities are available to all staff, promoting career growth and alignment with FSA's mission.
  • Support managers in implementing Coaching for Success and Counseling Plans to address employee performance and development.
  • Foster a culture of feedback and performance improvement across all levels of FSA.
  • Ensure accurate tracking and reporting on employee performance, training outcomes, and HR-related metrics.
  • Collaborate with Senior Manager, Professional Standards to conduct FSA related investigations and provide investigative summaries; for performance or misconduct issues specifically related to an instructor, provide investigative summaries to the Florida Department of Education.
  • Investigate and resolve employee relations issues, ensuring fair and consistent application of FSA's policies and procedures.
  • Lead investigations related to incidents at Department of Juvenile Justice (DJJ) facilities and provide recommendations for corrective actions to improve operations.
  • Serve as the primary HR contact for investigations related to Title IX, EEO claims, and other legal matters within FSA.
  • Ensure that investigations are conducted promptly, thoroughly, and in compliance with FSA policies, and that corrective actions are implemented where necessary.
  • Act as a resource for employees and managers, offering conflict resolution and problem-solving support.
  • Foster a collaborative and supportive work environment that encourages innovation and continuous improvement.
  • Review, refine, and optimize HR policies, procedures, and workflows to ensure they are efficient, effective, and in alignment with FSA's goals.
  • Stay updated on HR best practices, emerging trends, and regulatory changes to continuously improve HR services.
  • Work closely with senior leadership at FSA to ensure HR strategies and initiatives align with organizational priorities and support FSA's mission and vision.
  • Ensure HR policies and procedures at FSA are in compliance with all relevant federal, state, and local employment laws.
  • Conduct regular audits of HR policies and procedures to ensure legal compliance, operational efficiency, and alignment with FSA's values and priorities.
  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others

Minimum Requirements:

Education/Licensure/Certification:

  • Bachelor's degree in human resources, business administration, public administration, or related field; or equivalent combination of education and relevant experience.
  • PHR or SPHR, preferred
  • Title IX Coordinator Certification, preferred

Experience:

  • Five (5) years of progressive Human Resources experience in Employee Relations, Investigations, or Professional Learning
  • Three (3) years of Management experience preferred
  • Public sector Human Resources, preferred

  • Knowledge of applicable federal and state laws, school district rules, codes, and other regulations related to Human Resources
