Pay Range

$140,700 - $178,392 annually for SES.2

$168,780 - $214,032 annually for SES.3


Job Description

We have an opening for a software developer to support our Project Management IT systems. This individual will contribute across a broad spectrum of site operations at the Laboratory. You will develop and integrate the Kahua project management software suite, Microsoft PowerBi, MicroStrategy, and data analysis tools, addressing operational system applications, while working with members of a dynamic multi-disciplinary team of planners, engineers, and Information Technology (IT) staff. This position is in the Enterprise Application Services Division within the Computing Directorate, in support of the LivIT Program.

This position will be filled at either theSES.2 or SES.3 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

In this role, you will

  • Implement software improvements across the O&B Project Management Office, that will improve processes and workflows
  • Collaboratively contribute to the definition, design or configure, and implement modules in the Kahua software package in collaboration with project team members, consultants, and business stakeholders
  • Contribute to the design and development of moderately complex Kahua workflows and integration with external systems
  • Respond and resolve operational issues
  • Complete technical reviews, support code, and build knowledge base
  • Work independently and collaboratively as part of a cohesive team
  • Perform other duties as assigned

Additional job responsibilities at the SES.3 level

  • Design and implement complex integrations
  • Independently develop complex software packages to solve abstract problems
  • Provide innovative approaches and apply new technologies to broadly defined tasks and projects

Qualifications
  • Anticipated DOE Q clearance (requires U.S. citizenship and a federal background investigation).
  • Bachelor's degree in Computer Science, Computer Engineering, or a related field, or the equivalent combination of education and related experience.
  • Proficiency in all aspects of software project life cycle: feasibility, requirements, design, coding and implementation under configuration control, integration, test, and deployment.
  • Broad technical skills configuring commercial off the shelf (COTS) project management systems, such as Kahua or Procore
  • Proficient designing and implementing workflows, such as Kahua KBuilder
  • Proficient with implementing APIs with software, such as Java Play, Angular, Spring Boot, and Oracle SQL/PL/SQL.
  • Experience or working knowledge of construction projects, operations, and terminology
  • Proficient interpersonal skills necessary to interact with all levels of personnel with the ability to work independently, with minimal guidance, in a multi-disciplinary team.
  • Proficient written and verbal communication skills necessary to prepare, present, and document technical information.

Additional Qualifications at the SES.3 Level

  • Significant experience implementing complex Oracle SQL and PL/SQL software solutions.
  • Advanced experience applying effective analytical and problem-solving skills to moderately complex problems, such as identifying data integrity issues and errors.

Qualifications We Desire

  • Experience with project management applications, such as Primavera P6, Deltek Cobra, Empower, and Acumen Risk Management.
  • Experience with project management and project controls business domains.
  • Working knowledge of earned value management concepts
  • Experience in Atlassian JIRA, Confluence, Bitbucket or similar software collaboration and configuration management technologies.
  • Experience developing business intelligence reports and dashboards, using MicroStrategy, Microsoft PowerBi or a similar business intelligence software package.
