Program and Evaluation Analyst

Office of Strategy, Budget, and Performance

Salary Pay Range: $66,996.80 - $77,812.80

Job Summary: The Program and Evaluation Analyst will support the implementation of Milwaukee County's American Rescue Plan Act (ARPA) Evaluation Project which involves assessing the effectiveness and impact of ARPA-funded projects and initiatives. This position will support county-wide data collection systems and provide technical assistance to internal departments while maintaining the integrity of project data. The Program and Evaluation Analyst will support replication of the ARPA Evaluation Framework within Milwaukee County programs. This role will also support internal partners to implement evaluation activities that advance Milwaukee County's mission to become the healthiest County in Wisconsin. The Program and Evaluation Analyst will assume administrative and documentation responsibilities related to building evaluation practices and systems within ARPA and across the organization.

Essential Responsibilities:

• Support implementation of the ARPA Evaluation Framework including collaboration with consulting firms and Milwaukee County departments. Assist with County-wide data collection efforts that advance our mission to achieve racial equity. Provide technical assistance to Milwaukee County staff on evaluation practices, processes, and expectations.
• Ensure the integrity and reliability of evaluation data through quality assurance procedures. Troubleshoot with departments and Project Management Office staff on challenges related to collecting and reporting on data. Review and interpret data with project teams. Document the evaluation process, lessons learned, and data collection systems created.
• Participate in data gathering for the ARPA Annual Report and prepare content for specific sections. Collaborate within the Project Management Office to use effective methods of communicating and reporting to discuss and interpret evaluation findings with key stakeholders. Present findings according to the needs of diverse audiences.
• Support the creation of evaluation reports, case studies, white papers and other written materials and tools to effectively communicate evaluation findings to a variety of internal and external audiences in a way that bolsters future program delivery and broader field-building efforts. Regularly summarize progress data for ARPA evaluation efforts.
• Strengthen the County's capacity to replicate the evaluation framework and develop practices that support evaluation in other program areas. Develop an understanding of complimentary data governance, program evaluation, metric development, and data collection efforts underway or launching within Milwaukee County to contribute to and standardize the organization's approach. Serve as a thought partner for internal partners to help them apply an evaluative lens to all aspects of their work.
• Collaborate with internal partners to identify opportunities for program improvement based on evaluation findings. Provide technical assistance for departments on creating dashboards and public visualizations. Collaborate on the development of tools, operating procedures, technologies, and systems that could be used for a variety of aligned evaluation efforts. Support the Project Manager, Priority Programs with content development and presentation of trainings and capacity building opportunities (i.e. Communities of Practice).
• Perform all other duties as assigned.

Minimum Qualifications:

• Resident of the state of Wisconsin.
• Bachelor's degree or higher in Strategic Planning, Research, Evaluation, Data Analysis, Project Management, or a closely related field.
• At least two (2) years of experience working in a research and evaluation, strategic planning, or project team setting that advances decision-making.
• Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.

Preferred Qualifications:

• Experience in the public sector.
• Experience with project management software.
• Experience with data management platforms.
• Demonstrated ability to analyze and synthesize complex and varied information from multiple sources (e.g., surveys, stakeholder interviews, secondary data sets) to identify important themes and learnings that can be applied in other contexts.
• Strong organizational and project management skills, with the ability to successfully work on multiple time-sensitive projects simultaneously and with minimal supervision.
• Curiosity, critical thinking, and creative problem-solving skills advancing Milwaukee County strategy, and excitement about sharing new skills and knowledge.
