The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work: The DOT Internal Auditor II is responsible for conducting a full range of financial and operational audits that include elements for finance and compliance, economy and efficiency, and program results for the MDTA according to audit programs tailored for specific efforts.

The duties for this position include, but are not limited to, the following:

  • Performs audit tests in accordance with established audit programs;
  • Conducts or participates in discussions with operational or managerial personnel to identify and verify procedures and documentation;
  • Assists with post audits to determine whether corrective actions have been implemented;
  • Performs special reviews and investigations as required;
  • Prepares work papers to document audit findings to include financial summaries, various data schedules, and descriptions of procedures and key controls;
  • Evaluates internal controls and makes recommendations regarding possible corrective action for deficiencies found; and
  • Reviews independent accounting firm's audit report of consultants' rates to verify accuracy and consistency with the Federal Acquisition Regulations, state regulations, and the contract.

Employees in this position receive general supervision from an Internal Audit Supervisor or other designated supervisor. The current vacancy exists in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFIATIONS:

Education: Possession of a Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses.

Experience: Three years of experience conducting internal or external financial and operational audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of accounting experience for one year of auditing experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience for civilian experience cited above.


Licenses & Certifications

Candidates appointed to positions in this classification are assigned duties that require the operation of motor vehicles. Employees are required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants must list their license number and expiration date on the application.
