Responsibilities
JOB OVERVIEW: The Program Manager will serve as the government's POC to provide technical supervision and guidance for all contractor personnel. RESPONSIBILITIES:
Demonstrating strong managerial experience in providing technical advice, organizing, planning, directing, and managing Contractor staff to ensure that goals and objectives of the program, as well as problem resolution and customer satisfaction, are accomplished within prescribed time frames and funding parameters.
- Leading responses to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.
- Organize, direct, and manage contract operation support functions, involving multiple, complex and inter-related project tasks.
- Manage teams of contract support personnel, including sub-contractors, at multiple locations.
- Maintain and manage the client interface at the senior levels of the client organization.
- Meet with customer and contractor personnel to formulate and review task plans and deliverable items.
- Ensure conformance with program task schedules and costs.
- Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and delegate responsibilities to subordinates and oversee the successful completion of all assigned tasks.
- Oversee and manage all contractual documentation related to the scope of this contract (e.g. facility leases, Service Level agreements, software licenses, etc.).
- Support high-level communication and coordination across all FIMA leadership and other contractors (i.e. executive level briefings).
- Monitor related activities to ensure seamless and integrated program delivery that advances FIMA's ability to easily exchange data across the enterprise.
- Maintain awareness of the customer experience strategy to identify actions that advance the strategy within the contract scope.
Qualifications
REQUIRED:
- Bachelor's Degree in Engineering, System Management, Business Administration or related field
- Minimum of 5 years' experience in program or project management
- Experience with program management in a task order environment
- Experience developing documents for risk and opportunity management
- Experience managing performance-based service agreements
- Experience developing and managing project within assigned budgets
- Experience writing business cases
- Experience with strategic planning
DESIRED:
- Project Management Professional (PMP) or equivalent level certification
- Demonstrated knowledge in the areas of flood plain management, flood insurance, and mapping and/or ASFPM Certified Floodplain Manager (CFM) certification
- ITIL certified
- Demonstrated management experience with tracking, monitoring, reporting, standardizing, and overseeing project cost, schedule, and performance measures in a dynamic environment on programs similar in scope and complexity to this task order.
- Demonstrated experience and knowledge of performance management and project control principles.
- Demonstrated experience in implementing process improvement and innovation initiatives within organizations and providing recommendations on implementing efficiencies and effectiveness to organizational processes.
