Who we are and what we do:

The Department of Children's Services Centralized Accounting group (DCS-CA) is part of the Division of Accounts in the Department of Finance and Administration. DCS-CA is responsible for all facets of the accounting function for the TN Department of Children's Services. This includes helping to ensure that the Department's many foster and adoptive parents and private residential providers who house and care for the youth in the state's custody receive the financial support to provide for those youth.

How you make a difference in this role:

The Department of Children's Services has 12 regional accounting offices across the state. The Fiscal Director 1 in this position is responsible for the management of the accounting functions for the Department of Children's Service's regional offices. This position reports to an office located in Nashville, TN, and will be expected to report to this office on a hybrid work schedule. The Fiscal Director is responsible for supervising the regional accounting staff and supporting program staff for the two regions and monitoring travel, procurement card and other accounts payable functions.

Key Responsibilities:

The Fiscal Director is responsible for management of accounting functions for the Department of Children's Services, including ensuring timely and accurate payments to foster and adoptive parents and for invoices for services provided to custodial and noncustodial youth, and other accounts payable functions to support the Department. The Fiscal Director is responsible for reviewing and maintaining monthly checklists and reconciliations and assisting the central office staff in completing all state-wide year-end closing tasks. The Fiscal Director has the responsibility of being a subject matter expert on accounting policies, procedures, and systems for internal and external business partners and ensuring compliance with GAAP. The Fiscal Director is responsible for supervision and training of the regional accounting staff.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree in accounting, or a related acceptable field with at least 24 semester hours in accounting and experience equivalent to five or more years of full-time professional fiscal services and/or auditing work including, at least, one year of experience in the supervision of fiscal and/or auditing staff. OR Qualifying full-time professional fiscal services and/or auditing experience may be substituted for the required education, on a year-for-year basis, to a maximum or four years (e.g., experience equivalent to one year of full-time work in professional fiscal services and/or auditing may substitute for one year of the required education). OR Current certification as a Certified Public Accountant or license as a Public Accountant with the State of Tennessee may substitute for the required bachelor's degree and one year of full-time professional fiscal services and/or auditing work, there being no substitution for the required supervisory experience. OR Additional graduate course work credit received from an accredited college or university in business administration, accounting or related acceptable field may substitute for the required experience on a month-for-month basis to a maximum of one year, there being no substitution for the required supervisory experience (e.g., an additional 36 graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required non-supervisory experience).
