Job Overview
Quality Control Manager (QCM)/Safety Manager is responsible for the quality management program and assures that subcontractors implement a quality control management program, which meets the contract requirements. The incumbent independently administers the quality control management program. This position has full authority to coordinate the rework of non-confirming work and has full responsibility for assuring performance objectives and identified standards identified are met. The incumbent reports directly to CGS Corporate. Work Model: Onsite
Responsibilities
Essential Duties & Job Functions:
- Applies intensive and diversified knowledge of quality assurance principles and practices to a broad range of project assignments.
- Develops, implement, and maintains a Quality Control Plan tailored to the contract and encompassing all facets of the operation.
- Completes necessary inspection reports and documentation required to support findings.
- Inspects work in progress and finished work for discrepancies in accordance with the Quality Control Plan and contract requirements.
- Inspects all IDIQ work performed by Subcontractors and coordinates the completed work validation with the appropriate Government representative.
- Assists in the preparation of project audit schedules, discipline activity plans for the QA function, and audit reports (internal and external), noting nonconformance and verifying effective corrective action.
- Assists the Program Manager in developing an orientation program to ensure that the project teams are familiar with the requirements of the Project Quality Plan, including other quality matters, if required.
- Acts as a quality auditor and may follow up on audit findings and corrective actions.
- Reports all issues, problems, accomplishments, and results of surveys, inspections, meetings, and observations relating to performance of the contract to Corporate CGS.
- Applies advanced knowledge of quality assurance principles and practices to a broad range of project assignments.
- Plans and executes a wide variety of technical and administrative assignments; effectively communicates with department and project personnel regarding quality assurance policies and procedures.
- Uses progressive work and educational experience to increase knowledge and improve expertise.
- Develop, implement, and maintain USACE Accident Prevention Plans designed for ensuring compliance with contract requirements, governing regulatory authorities and company policies.
- Acts as primary point of contact for all safety incidents; maintains accurate, organized, confidential case files.
- Conducts meetings to investigate incidents, report on findings and recommend actions.
- Acts as primary point of contact to advise, review and accept all contractor safety plans.
- Ensure compliance with safety procedures through inspections, training and evaluations while keeping abreast of any changes to laws and regulations that impact the organization.
- Ensures a high level of internal and external customer service. Investigates and establishes corrective actions for issues and complaints relating to safety and risk.
- Engage in frequent communication and coordination between internal staff, Human Resources, Project Management, Insurance Carriers, and Health Care Providers.
- Executes data-driven programs and analyses that identify, measure, and monitor risk and safety exposures. Produce recommendations and implement strategies.
- Leads preparation and participation in compliance audits; ensures ongoing compliance with processes, policies, recordkeeping, reporting, etc.
- Effectively and actively utilizes online safety records management database to manage incident, near miss and training records.
- Executes data-driven programs and analyses that identify, measure, and monitor risk and safety exposures.
- Efficiently and effectively coordinates multiple tasks and/or projects simultaneously.
- Provides clear and decisive written and oral communication.
- Maintains a high degree of professionalism and works well with all levels of the organization.
- Operates Government and Chugach-owned motor vehicles.
- Adheres to established company safety personnel and standard operating procedures and policies.
- Other duties as assigned.
Job Requirements
Mandatory:
- Minimum of 5 years of experience as a quality control manager on a US federal government service contract for facility maintenance and management.
- Shall possess and maintain a Quality Technician Certification from the American Society for Quality. Alternate certifications from other sources may be accepted.
- Three (3) years of experience in leadership or supervisory capacity.
- Knowledge of SeeSOR or other related quality management software systems.
- Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.
- Ability to complete the 40 Hour Construction Safety Hazard Awareness Training within 6-months of selection.
- Valid US Driver's License.
- Secret security clearance
- U.S. Citizenship.
- Speak, read, and write English.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
