Traffic Control & Engineering is seeking a candidate to fill the position of Manhattan Borough Engineer. As Borough Engineer (BE), the candidate will lead and supervise a diverse team in the planning, development, and implementation of traffic engineering measures in the Manhattan Borough Engineering Office and Sign Shop. The BE plays a primary role in the direction, supervision, development, and morale of all Manhattan Borough Engineering staff. The BE will be responsible for determining the need for certain traffic control measures and devices to address issues associated with the safety of all roadway users (pedestrians, cyclists and motor vehicle operators), traffic flow and on-street curb usage and regulations. The BE determines whether existing traffic regulations need to be revised and, when warranted, issues appropriate work orders. The BE will be responsible for the management and maintenance of the borough's entire on-street traffic sign plant and associated sign support structures. The BE will coordinate with other NYCDOT divisions and interact extensively with City and State department officials, contractors, community boards, civic organizations and other members of the public to implement traffic regulatory policy and recommend solutions based upon the analysis and review of data from studies, surveys and inspections of the borough-wide conditions. The BE also coordinates with planning and engineering groups on the review and design of Capital Projects, Street Improvements Projects (SIPS), and Mayoral and Agency initiatives, and oversees the implementation of these projects with regard to the Borough Engineering groups areas of responsibility. The BE manages comprehensive reports for traffic studies, inspections and investigations and for tracking and scheduling the maintenance and installation of traffic control devices. The BE provides support to the Assistant Commissioner, Executive Director, and Deputy Executive Director in formulating management policy improvements and manages the borough's budget and monitors all critical management indicators. The BE prepares and oversees the preparation of responses to correspondence, makes court appearances, provides affidavits and testifies on behalf of the City. The BE will also perform related work at the request of the Assistant Commissioner, Executive Director, and Deputy Executive Director. The BE will be expected to lead collaboratively and inclusively, seeking to cultivate continued professional development, develop a strong team, and to effectively communicate through verbal and written forms with all stakeholders. Minimum Qualifications 1. A baccalaureate degree from an accredited college and five years of full-time experience, with a public or private organization, in inspection, maintenance, construction or engineering work related to the work of a large scale highway system; at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff engaged in performing the above type of work; or Preferred Skills
The ideal candidate will be a creative problem solver will have excellent communication skills and key knowledge of traffic engineering principles and standards. Candidates should have prior experience in managing a large staff and projects related to the implementation of transportation planning programs. Candidate should have the ability to plan, develop, implement, and write clear and concise reports. Candidate should possess a motor vehicle driver's license, valid in the State of New York and maintained for the duration of employment. -Proven track record of effective interaction with senior management. -Possess executive experience directly managing a large and diverse work force, consisting of analytical, administrative, and field operations. -Possess strong managerial and interpersonal skills and excellent verbal and creative writing skills. -Specialized knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), with a focus on signage design, implementation, and compliance. -Proficient in the DOT's Sign Information Management System (SIMS). -Ability to motivate staff possess project management skills and experience. 55a Program
