Proposal Development Specialist (Hybrid)

We are seeking a highly skilled Proposal Development Specialist with a proven track record in federal government contracting. This role combines expertise in proposal management and business development to drive growth and secure new contracts as part of a small highly functioning team. The ideal candidate will have exceptional writing, project management, and communication skills, coupled with the ability to manage medium-to-complex proposals from inception to submission.


Proposal Development and Management:


  • Lead the development, writing, and editing of proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotes (RFQs) in line with company processes.
  • Analyze solicitations to ensure compliance with all requirements and develop annotated outlines, compliance matrices, and schedules.
  • Collaborate with cross-functional teams, including technical, operations, and leadership, to gather information and create compelling, compliant proposals.
  • Translate technical concepts into clear, persuasive narratives for evaluators.
  • Oversee proposal reviews, revisions, and final submission to meet deadlines.


Business Development Support:


  • Research and identify federal contracting opportunities using platforms such as SAM.gov, GovWin, GSA eBuy, and agency forecasts.
  • Prepare detailed opportunity briefs and conduct market analysis to align opportunities with business objectives.
  • Develop and maintain relationships with clients, teaming partners, and stakeholders to foster growth.
  • Support cost/pricing activities, staffing estimates, and the development of competitive pricing models.


Content Management and Administration:


  • Maintain a repository of reusable proposal content, templates, and past performance data.
  • Coordinate and manage proposal schedules and deadlines, ensuring high-quality and timely submissions.
  • Track and report on business development metrics and proposal win rates.


Additional Duties:


  • Support oral presentations and client meetings as needed.
  • Assist with internal process improvements for proposal development and business development workflows.
  • Contribute to the development of win themes, success factors, and discriminators based on capture plans.



REQUIREMENTS:


  • Bachelor's degree in Business Administration, Marketing, Communications, Engineering, or related
  • 3+ years of government contracting with hands on proposal management and business development
  • Proven success in creating high quality proposals for federal contracts, including the DoD.
  • Knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
