SUMMARY
-
The Deputy Director for Law Enforcement Programs is responsible for overseeing the day-to-day operations of the Department of Public Safety's law enforcement related training programs, school safety programs, intelligence/records programs, and the Weapons Training Facility. He/she will supervise full-time Law Enforcement Division staff, part-time training specialists from police disciplines, and clerical office support staff. The Deputy Director for Law Enforcement Programs reports to the First Deputy Director - Public Safety Training Campus (PSTC).

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Oversees the safety, readiness and proper maintenance of the Weapons Training Facility / Tactical Response Training Center and all its buildings, props and related equipment. * Supervises instructors and staff. * Oversees the School Safety staff, Intelligence Section, and County supported Police Records Management System (RMS) staff. * Seeks out new training programs, and markets same to Law Enforcement partners. * Evaluates the work of subordinates, and develops improvement plans as needed. * Responsible for establishing and maintaining overall quality, and for the staff meeting established performance standards. * Researches and obtains various grants and alternative funding sources. * Develops, prepares, and enforces rules, orders, policies, and procedures related to the day-to-day operation of the Weapons Training Facility, and its various law enforcement programs. * Provides assistance to officials as a subject matter expert. * Oversees the assignment of classrooms and facilities among the various disciplines. * Works in collaboration and cooperation with the County Police Chiefs, municipal officials, instructors, students, and emergency service chiefs. * Prepares and updates instructional materials. * Be a dynamic and creative instructor. * Develops strategic plans for long-term cost-effective use of the facility. * Participates on boards, teams, and task force committees, as assigned. * Attends meetings, occasionally at nights and on weekends. * Oversees the final development phase of subordinate's budget recommendations. * Prepares reports to the First Deputy Director - PSTC regarding finance, budget issues, progress of established goals, achievements, complaints, etc. and provides recommendations. * Assists with Emergency Operations Center (EOC) activations and drills. * Performs all other duties as assigned within the scope and range of job responsibilities.

QUALIFICATION REQUIREMENTS

Education and Credentials * Bachelor's degree in criminal justice, or other related field required, or an equivalent combination of education and experience may be substituted, or graduate of the FBI National Academy, or Northwestern School of Staff and Command may be substituted. * Instructor related certifications preferred. * A valid driver's license is required, and a satisfactory driving record and ability to maintain it throughout employment. * Must have FBI clearance, PA Child Abuse and PA State Police clearances and maintain them throughout employment.
Experience and Skills * Ten years of command or supervisory law enforcement experience preferred. * Ability to communicate verbally and in writing. * Demonstrates integrity and honesty. * Ability to occasionally work into evening hours and on weekends. * Experience operating different types of emergency vehicles. * General knowledge and understanding of Montgomery County policies and procedures. * General knowledge and understanding of Emergency Services policies and procedures. * Computer skills, but not limited to MS Word, Excel, PowerPoint, Teams and Zoom. * Experience in master and strategic planning. * Experience in developing and implementing policies, procedures, and standard operating guidelines. * Experience in curriculum development, instruction, in both classroom and hands-on capacities. * Experience in managing complex organizations preferred. * Experience in budgeting at a governmental level. * Familiar with Law Enforcement accreditation and certification commissions and boards. * Ability to review, analyze reports and take corrective action. * Ability to represent the department in a professional, competent manner in meetings and in public speaking.

PHYSICAL DEMANDS

* Designated as an "essential employee" and may be subject to 24-hour, 7-day availability for all-hazard emergency incidents which could require response to an incident scene and/or the Emergency Operations Center (EOC). The position may require the individual to function in austere work environments for long time periods. * Working in an indoor and outdoor environment, in heat and cold. * Ability to sit, stand and walk for moderate periods of time. * Ability to work on rooftops and ladders. * Occasionally it may be required to perform medium level and/or heavy level physical work that would include reaching, walking, pushing, pulling and lifting.
