TITLE

Manager, Business Applications

JOB SUMMARY

The Manager, Business Applications is responsible for managing a portfolio of business application and services and leading application administration and/or development, maintenance, and continuous improvement of that portfolio. They will serve as a champion, advisor, and liaison to university partners and key stakeholders for the effective use of business applications, as well as the primary contact for application vendors and service providers. Additionally, they will coordinate business processes between their area and other ITS teams and facilitate key divisional processes including incident and problem management, knowledge management, service process design, and performance analysis.

As a member of the IT Solutions (ITS) leadership team, the Manager, Business Applications will help lead the division in realizing its mission to empower an agile, digital university and elevate technology as a strategic institutional asset. They are expected to work with the CIO and other divisional leaders to drive cultural and technological transformation within IT Solutions and promote a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within ITS.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Director, Enterprise Applications

Supervises: Senior Applications Developers, Applications Developers, and ECM Administrator

ESSENTIAL DUTIES - May include, but not limited to the following:

Management (35%)



  1. Builds, supports, and expands a culture that is supportive of diversity, equity, and inclusion where employees from all backgrounds can succeed and thrive.
  2. Trains, coaches, and mentors employees under their supervision.
  3. Plans and conducts performance appraisals of employees under their supervision.
  4. Conducts research on emerging products, services, protocols, and standards in support of the functions within Business Applications.
  5. Prepares area budget and evaluates costs and performance of existing and new initiatives.
  6. Assists in the development and implementation of major project timelines.


Operations (30%)



  1. Consults with university partners and key stakeholders on design and implementation of new and re-designed systems to ensure that technology projects meet functional requirements, system compliance, and interface specifications.
  2. Manages complete software development lifecycle, including gathering requirements, analysis, design, application development, testing, implementation, maintenance, user follow up, support, and project management.
  3. Plans, prioritizes, and manages the activities of application developers to provide administrative and technical direction in support of the university's operations and ensure efficient utilization of resources and completion of work to standards.
  4. Leads project work of varying complexity and priority. Actively participates in, or leads, workgroups and meetings at the department, division, or university level.
  5. Analyzes performance of activities within their area and document resolutions, identify and remediate problem areas, and devise and deliver solutions to enhance the quality of area's systems and services.
  6. Identifies and executes continuous improvements to process and systems.
  7. Tracks and analyzes department and/or service trends and generate reports for internal and external audiences.


Relationship Building (25%)



  1. Builds strong and collaborative campus partnerships for enterprise application support, building and maintaining relationships with key constituents, creating, leading, or participating in communities of practice, working groups, planning or assessment sessions, and other collaborative efforts with key application stakeholders.
  2. Collaborates on and/or leads initiatives focused on promoting digital dexterity across the university, raising awareness of current ITS services and other available or emerging technology tools, and enhancing training and development opportunities.
  3. Responsible for establishing job standards for subordinate staff and effectively evaluating staff under charge. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.


ADDITIONAL DUTIES

Participation & Support (10%)



  • Maintains awareness of current practices and future trends and best practices in enterprise application architecture, application administration and/or development, software as a service (SaaS), ERP, CRM, SharePoint, Enterprise Content Management (ECM), and other enterprise applications and tools.
  • Represents IT Solutions and participates in the campus community by serving on working groups, project teams, and university committees.
  • Performs other duties as requested.


EDUCATION

Bachelor's degree required. Additional job-related experience may substitute for the required education on a year-for-year basis.

EXPERIENCE

Seven years of relevant experience in application administration/development, information systems management, application architecture, or similar. Supervisory experience required. Additional job-related education may substitute for the required experience on a year-for-year basis.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

Work is performed under minimal supervision and performance is based on the effective operation of the administrative function. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations, and TWU Policies & Procedures.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:



  1. Knowledge of managing enterprise-level application development, administration, and maintenance using SDLC and Software Development Methodologies such as Agile, DevOps, Waterfall, Rapid Application Development, etc.
  2. Technical knowledge of enterprise resource planning (ERP), Customer Relationship Management (CRM), SharePoint and enterprise content management (ECM) software applications, client/server software, and tools and languages, such as PL/SQL, Java, C#, Groovy, Grails, Javascript, JQuery, JSON, XML, Oracle Software, etc.
  3. Strong written and oral communication skills (including ability to present ideas in user - friendly, business-friendly and technical language) and interpersonal skills with a focus on rapport-building, listening and questioning skills.
  4. Proven analytical and problem-solving abilities, including ability to anticipate, identify, and solve critical problems.
  5. Exceptional customer service skills.
  6. Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment.
  7. Ability to use a personal computer and other office equipment, including related university software and email.


Additional/Desirable Skills & Abilities



  1. Strong knowledge of one or more ERP solutions such as Oracle E-business Suite, Oracle Cloud, PeopleSoft, Worday, SAP, etc.
  2. Strong knowledge of one or more CRM solutions such as Salesforce, Microsoft Dynamics CRM, TargetX, Slate, etc.
  3. Strong knowledge of SharePoint, Office 365, Microsoft Power Platform suite (power Apps, Power Automate, Power BI).
  4. Knowledge of one or more ECM solutions such as OnBase, ImageNow, Kofax etc.
  5. Demonstrated ability in identifying and executing continuous improvements to process and systems.
  6. Knowledge of analyzing, documenting, and modifying business requirements.
  7. Demonstrated progressive ability in managing an application development team.
  8. Strong documentation skills.
  9. Ability to conduct research into a wide range of computing issues, as required.
  10. Highly organized and self-driven, with ability to multi-task and perform in a fast-paced environment across a portfolio of projects.
  11. Ability to work in a team-oriented, collaborative environment.
  12. Functional ability in one or more university administrative unit (eg, finance, facilities, fundraising, communications, etc.).
  13. Ability to thrive in a higher education setting.
  14. Knowledge of Texas Administrative Code (TAC 202).
