**Pay Range for this position is $64,000-$65,000, depending on experience**

Summary/Primary Purpose: Manage all aspects of Family Services and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) including Home Visitation, Family Partnerships, Group Socializations, Parent Meetings and Transportation according to Federal Head Start Performance Standards. Coordinate and monitor implementation of the home-based curriculum. Provide supervision to Family Consultants, Community Engagement Coordinator and Van Driver.

Essential Duties and Responsibilities:



  1. Supervise ERSEA ensuring full enrollment, ongoing recruitment, complete applications, required verification and documentation is completed according to policy and in compliance with Federal Head Start Performance Standards.
  2. Supervise Family Services and monitor, track and report home visit attendance ensuring at least 46 home visits are completed with enrolled participants each program year.
  3. Manage caseload assignments ensuring Family Consultant caseloads are within federal guidelines.
  4. Review Home Visit Plans on a weekly basis ensuring proper curriculum implementation, child and family goals, community referrals, assessments, family strengths and needs, observations, parent education and input is clearly documented on each Home Visit Plan and in ChildPlus.
  5. Responsible for onboarding and training new Family Consultants ensuring they receive mandatory and curriculum trainings.
  6. Supervise transportation services ensuring compliance with regulation. Ensure Van Driver completes car seat safety and van driving training prior to driving families.
  7. Ensure vehicle inspections, mileage logs, transportation reports and regular maintenance is completed on a routine basis.
  8. Conduct regular supervision meetings and home visit observations with direct reports, consulting and advising staff on caseload issues as well as planning meetings and trainings.
  9. Conduct Multi-disciplinary Team (MDT) Meetings, complete tracking forms and report to the team home visit statistics, family outcomes assessment results and family goals.
  10. Complete quarterly HOVRS assessments on Family Consultants and Community Outreach Coordinator.
  11. Supervise completion of quarterly Family Outcomes Assessments, aggregate and report data.
  12. Ensure parent handbook forms, progress reports and discharge summaries are completed in a timely manner and documented/uploaded in ChildPlus.
  13. Provide home visit coverage for open caseloads and during Family Consultant absences.
  14. Supervise socializations and conduct Parent Committee meetings according to regulation.
  15. Conduct daily ongoing monitoring and analyze ChildPlus data pulling reports weekly.
  16. Send weekly missing tasks emails to direct reports outlining any missing home visits, ChildPlus documentation, etc. with due dates and verify their completion.
  17. Complete the Family Services and ERSEA portion of the monthly management report on the last day of each month.
  18. Develop, update and revise content area policies and procedures in compliance with Federal Head Start Performance Standards.
  19. Complete monthly file reviews ensuring corrections are completed timely and all files are complete.
  20. Oversee Omaha Bridges Out of Poverty partnership ensuring enrollment is full and attendance is monitored.
  21. Research, analyze, and collaborate to complete the annual Community and Self-Assessments ensuring selection criteria corresponds to Community Assessment data.
  22. Assist with planning, organizing and implementing annual Pre-Service Training and ongoing staff training for professional development.
  23. Driving is an essential function of the position.
  24. All other duties as assigned.


Supervisory Responsibilities: Family Consultants, Community Outreach Coordinator, Van Driver

Education and/or Experience: Bachelor's degree in Early Childhood Education, Social Work, Family/Human Services or related field required. A Master's Degree in related field preferred. Minimum of two years supervision experience required.

Qualifications: The requirements listed below are representative of the minimal knowledge, skill, and/or ability required for this position.



  1. Ability to be flexible and able to work on multiple projects or tasks simultaneously.
  2. The ability to access payroll, timekeeping and personal data via a web-based system.
  3. Administrative skills to include utilization of standard office equipment, Microsoft Office and Excel, data entry, attention to detail and filing.
  4. Good communication skills both written and spoken, and ability to maintain effective working relationships.
  5. Demonstrated ability to handle confidential matters.
  6. Demonstrate sensitivity to the service population's cultural and socioeconomic characteristics.



Other Qualifications: Must pass all applicable background checks. Must be able to pass medical examination and Tuberculosis test. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business. Must successfully complete Safe from Harm training within 90 days of hire, as established by The Salvation Army.

Certificates, Licenses, Registrations: Obtain certification in First Aid, CPR and CPI within 6 months of hire. Complete Parents As Teachers Supervisors Training and Creative Curriculum training (may be online training) within 6 months and ERSEA training within 3 months of hire.
