Cherokee Strategic Solutions (CSS), a part of Cherokee Federal, is seeking a highly experienced Program Manager to support the Office of Naval Research (ONR) by overseeing all contract-related activities and managing contractor personnel. This individual will serve as the primary point of contact for contractor staff and government stakeholders, ensuring high-quality execution of contract requirements and alignment with ONR's science and technology objectives.
This position emphasizes leadership, acquisition expertise, and strategic contract management, with a focus on compliance, efficiency, and stakeholder coordination. An active or obtainable Secret clearance is required.

Program Manager Responsibilities:

  • Act as the primary liaison for contractor personnel and ONR stakeholders, ensuring effective communication and collaboration.
  • Manage the onboarding and offboarding of contractor personnel by ONR and federal policies.
  • Oversee quality control and timely submission of deliverables, including Contract Data Requirements Lists (CDRLs).
  • Lead the allocation and management of contractor resources to meet performance objectives.
  • Provide subject matter expertise in federal acquisition and procurement, including:
  • Negotiating, awarding, and administering contracts for goods and services.
  • Developing acquisition strategies that align with mission goals.
  • Ensuring compliance with the Federal Acquisition Regulation (FAR) and related policies.
  • Conducting market research and cost/price analysis to inform contract decisions.
  • Serving as a contracting officer or contracting specialist, either directly or in oversight roles.
  • Analyze performance and contract data to identify process improvements and advise the Contracting Officer Representative (COR).
  • Monitor and align project expenditures with financial forecasts and contractual goals.
  • Ensure compliance with all relevant regulations, policies, and standards.
  • Perform other job-related duties as assigned.

Program Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's Degree from an accredited institution.
  • 5-10+ years of experience managing U.S. government contracts and contractor personnel.
  • Demonstrated knowledge of federal acquisition and procurement activities aligned with OPM's GS-1102 job series, including:
  • Contract negotiation and administration.
  • Acquisition strategy development.
  • FAR compliance.
  • Market research and cost analysis.
  • Service as a contracting officer or specialist.
  • Familiarity with DoD and ONR acquisition processes and contract execution.
  • Strong communication, coordination, and analytical skills.
  • Ability to work in a fast-paced, deadline-driven federal contracting environment.
