Job Title: IT Acquisition Documentation and Portfolio Manager

Location: Washington Navy Yard

Status: Hybrid, 2x per week

Employment Type: Full-Time

Clearance Level: Secret

Pay Range: $120,000 - 125,000

Education: Bachelor's degree in business administration, Operations Research, Engineering, Computer Science, Information Systems, or equivalent (Prime PM to determine)

  • 15+ years of professional experience in Program/Project Management

Overview: The IT Acquisition Documentation and Portfolio Manager is responsible for analyzing, assessing, and coordinating IT acquisition program documentation, including but not limited to Acquisition Strategies, Acquisition Program Baselines, and Acquisition Decision Memorandums. This role requires advanced consulting skills and/or extensive technical expertise, with a deep understanding of industry best practices.

Role basic requirements:

  1. Responsible for managing IT acquisition documentation, ensuring compliance with federal regulations and policies, and overseeing the strategic planning and execution of program portfolios.
  2. Possesses the ability to write executive-level communications, briefings, white papers, acquisition decision memorandums, Memorandums of Understanding, and similar documents.
  3. Able to customize IT acquisition policy requirements to align with the specific needs of an acquisition program at its given lifecycle.
  4. Provide acquisition expertise by conducting compliance reviews and providing recommendations to improve acquisition documentation quality. Track and assess the performance of various acquisition projects, providing risk mitigation strategies and corrective actions when necessary.
  5. Create and maintain relationships with external stakeholders to obtain concurrence, and you'll deliver meaningful acquisition support.

  1. Knowledge of the DOD Adaptive Acquisition Framework policies, including both the set of functional policies and the set of acquisition pathway policies
  2. Knowledge of the development of Acquisition Strategies, Capability Needs Statements, Business Capability Requirements Documents, and User Agreements
