Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $30.91 to $32.41/hour. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $30.91 to $44.37/hour.

Brief Summary of Job Duties:
Responsible for the management of student loan portfolios and sundry debts as assigned. Maintains knowledge of Federal, State and University policies and procedures. Maintains standards in accordance with departmental Mission Statement and Customer Service program. Participates in Employee Partnership program and trains Collection Unit team members on areas of expertise.
Required Qualifications:
- Bachelor's degree in accounting, economics or business, or equivalent combination of education and experience.
- Proven excellent financial and analytical skills and experience working on an inclusive, effective, service-oriented team. Excellent communication, analytical, and technical skills. Ability to work with minimal direction to coordinate and execute numerous tasks simultaneously.
- Requires demonstrated ability to effectively apply analytical, organizational, and problem-solving skills to interpret Federal student loan regulations and strong interpersonal skills to communicate those regulations and to UCSB Alumni. Must be able to maintain confidentiality and exercise good judgment, logic, tact, and diplomacy while performing the critical duties of the position
Preferred Qualifications:
- Experience in a California State University or institution of higher education.

Job Functions and Percentages of Time:
- 60% Account Collections - Utilizes Customer Service and Conflict Resolution Techniques. Resolves delinquent accounts. Negotiates agreements directly with borrowers and maintains computer files reflecting any changes. Evaluates eligibility for deferments, cancellations and postponements and notifies billing service of decisions. Extensive use of computers with both common software and specific databases.
- 20% Collection Agency Interface - Evaluates and refers unresolved accounts to appropriate commercial collection agencies. Resolves problems between collection agencies and referred borrowers. Evaluates collection agency performance, efficiency and compliance with contract terms. Recalls accounts and recommends write-offs. Monitors collection agency legal accounts and acts as witness for University.
- 5% Exit Interview and Financial Counseling - Reviews student loan obligations with borrowers and counsels borrowers on student loans and campus debt management. Refers borrowers to finance specialists as appropriate.
- 5% State and Federal Agency Interface - Analyzes dormant accounts, prepares package for UC approval and assignment to the Department of Education and State Franchise Tax Board for refund garnishment. Interfaces with Federal and State agencies. Works directly with the University's loan servicing agency to oversee the State Franchise Tax Board offset program of student loan portfolio.
- 5% Analysis and Systems Development - In collaboration with team members, assesses, designs and develops office collection procedures.
- 5% Campus Interface - Responsible for the BARC Office to Loan Collection write-off process. Runs JCL (Job Control Language) for collection unit computer programs. Other duties as assigned.
