Our Mission: Arapahoe County Department of Human Services (ACDHS) builds strong communities by promoting the safety, independence and stability of individuals and families.

Our Vision: To end the cycle of poverty and prevent abuse and neglect of children and vulnerable adults (using an integrated Two-Generation approach) ACDHS uses an integrated Two-Generation (2Gen) approach to address all of the basic human services needs of the entire family unit. The 2Gen approach begins with a mindset focused on family-centered program design, continues with the alignment of services and resources within the department as well as across multiple organizations, resulting in coordinated services to children and adults together (family) in order to create long term stability and sustainability.

The 2Gen approach builds well-being for families by focusing equally and intentionally on high-quality services in five areas of focus: early childhood education, adult education and employment pathways, economic security, health and well-being and social capital. This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse and building strong communities.

The Human Services Finance and Administration Division has an opening for an Accounting Supervisor to work at the CentrePoint Plaza campus in Aurora, Colorado. The Accounting Supervisor provides direction and oversight for a majority of administrative, management, and accounting related processes within the Finance Division. Supervises Accountants, Accounting Technicians, and Contracts and Billing Coordinators who perform a variety of duties related to the processing of accounts payable, accounts receivable, contracts, employee payroll, reporting, analysis, internal controls, and auditing of financial information for the Department.


Duties

  • Direct supervision includes developing and monitoring personnel and performance plans, conducting performance reviews, providing leadership to Finance staff, determining and adjusting job assignments, establishing annual goals, managing training, and employee career development. Additional duties also include recommendations for hiring, selection, promotion, demotion, and termination of staff.
  • Manages and directs staff work, sets work priorities, provides guidance and instruction on expected outcomes, delegates and reviews work, sets expectations, provides coaching/mentoring, and oversees timekeeping, coverage, and leave for staff.
  • Monitors workload and evaluates and reviews work of staff to ensure efficient, accurate, and timely processing and completion of all financial functions within the Finance Division. Manages and ensures compliance with all accounting functions including, but not limited to, cash handling, purchasing policies, financial reconciliations, invoice processing, contract tracking, and any and all services relevant to the accounting operation and its internal controls.
  • Operated as a backup to each of the duties, supervised and reconciled cash monthly, and prepared and entered journal entries for both the county and state accounting systems.
  • Provides instruction, guidance, and other support to staff on the Colorado Financial Management System (CFMS), Colorado Benefits Management System (CBMS), Trails, CHATS, SAP, and other County and State systems.
  • Makes recommendations, documents and implements business process improvements to reflect best practices, including communication and change management efforts.
  • Provides ad hoc reports and statistics on various activities to management and other interested parties.
  • Researches and assists with questions from County, State and Federal auditors.
  • Communicates with elected officials, department heads, and other personnel within Human Services, as well as outside agencies, including the State Department of Human Services. Also attends meetings for the purpose of obtaining and disseminating information regarding the multitude of programs Human Services provides for all interested parties.

Requirements:
Skills and Abilities:
  • Ability to analyze complex financial transactions and accounts, explain relevant trends and resolve errors. Ability to analyze and develop reports and procedures using a variety of software and systems.
  • Strong knowledge and competency in the use of PC software, county and state computer systems such as CBMS, TRAILS, CFMS, CHATS, Excel, Word, Access, or the ability to learn these applications and any other appropriate applications. Basic knowledge of generally accepted accounting principles (GAAP).
  • Strong knowledge of the principles of specialized accounting areas such as employee payroll, accounts payable, accounts receivable, purchase and credit card transactions, travel and business expense reporting, cash reconciliations, automated banking transactions, internal controls and segregation of duties within all functions of Payroll and AP.
  • Ability to direct and evaluate the work and performance of others; ability to work accurately, independently, and in an organized manner. Must have ability to set and monitor priorities to meet many deadlines
  • Excellent management ability in a diverse, team/work-group environment, as well as the ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with department heads, auditors, professional peers, supervisors, other employees, and the general public.
  • Ability to resolve conflicts between supervisees, co-workers, or customers in a professional manner. Ability to exercise seasoned judgement in ambiguous situations by using strong problem-solving skills, and the ability to make complex decisions in determining a course of action from a variety of alternatives.
  • The ability to communicate financial information to others in a way that makes it relevant and to increase the understanding of importance of the material.
  • Ability to grasp complex and widely varied issues quickly, develop plans to implement action to address the issues, and be able to communicate those issues in a clear, concise manner to management, staff, entities, and vendors.


Requirements

Education and Experience:

  • Associate's Degree in Accounting, Finance, Business Administration or a related field
  • 5+ years of general accounting experience
  • 2+ years of supervisory/management experience
  • Any equivalent combination of education and experience that satisfies the requirements of the job.

Preferred Education and Experience:
  • Bachelors Degree
  • 2+ years of Human Services accounting experience

WORK ENVIRONMENT:
* Work is generally confined to a standard office environment with occasional trips to other County or CDHS facilities.

* Visual capacity enabling constant use of computer or other work related equipment.

The salary grade listed is the full salary range for the Accounting Supervisor position. Please note that the hiring salary will typically be near the lower end of the pay range listed.
