DESCRIPTION

The Maryland Transit Administration (MTA) is seeking a Project Controls Director for the Purple Line project. This role involves senior management of engineering, construction, and contractual risks for the 16-mile light rail line, which is expected to cost over $5 billion. The Project Controls Director will oversee planning, scheduling, cost management, risk management, and performance reporting, ensuring adherence to best practices and standards.

The Purple Line project operates under a Public-Private Partnership (P3) Agreement between Maryland Department of Transportation Maryland Transit Administration and Purple Line Transit Partners. MTA, as the owner, is responsible for the project's performance, safety, and security. During the design and construction phases, MTA provides project management and quality oversight. MTA also supervises the Purple Line Transit Partners, who handle the final design, construction, commissioning, operation, and maintenance of the Purple Line over a 40-year period, including a 10-year design-build phase and a 30-year operation and maintenance phase, with a total contract cost of approximately $10 billion.

The Project Controls Director reports directly to the Purple Line Senior Project Director and will manage and review the work of engineers, construction managers, and full-time consultants.

Duties include but are not limited to:

  • Effectively manage the scope, schedule, and budget controls for the Purple Line, overseeing key functional areas.
  • Lead project control teams, including the Disadvantaged Business Enterprise team, real property team, schedulers, cost controllers, risk analysts, and document control specialists.
  • Oversee and manage the development and implementation of third-party agreements.
  • Establish and monitor project budgets, perform cost forecasts, and ensure financial accountability.
  • Supervise ongoing cost estimating and scheduling activities, ensuring coordination, development, and evaluation at various engineering stages using tools like Primavera P6 or MS Project.
  • Review potential schedule and cost impacts of change events and conduct in-depth analyses.
  • Oversee quality management, maintain accurate records of non-compliance issues and audit reports, ensure precise reporting, and collaborate with the team to drive continuous improvement in project controls.
  • Provide oversight of the risk management plan and ensure the risk register is maintained according to FTA guidelines and project goals.

Qualifications

Education: A bachelor's degree in engineering, construction management, project management, finance, or a related field from an accredited college or university. A master's degree is preferred.

Experience: Six+ years of experience in project controls or project management roles, with at least 2 years in a leadership position.

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty credit hours on a year-to-year basis of the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.


Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Preferred Certifications:

  • PMP (Project Management Professional)
  • CCP (Certified Cost Professional)
  • EVP (Earned Value Professional)
  • AACE certifications or equivalents are highly valued.
