HDR is seeking a Bituminous Engineer to work on a major construction program for our client in Pompano Beach. The Bituminous Engineer is an integral member of the FTE materials department reporting to the Pavement Materials Engineer. The Bituminous Engineer supervises and directs the work efforts of the Asphalt Managers and the consultant Verification technician (VT) program for all asphaltic concrete production and placement for Florida's Turnpike Enterprise (FTE). Serve as a technical resource to other groups within FTE and the construction materials industry.

Primary Responsibilities



  • Establish and implement asphaltic concrete Standard Operating Procedures (SOP) for all elements of production, placement and warranty review and verification
  • Support verification consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Develop scopes of work for services to be delivered by consultants under relevant Task Work Orders. Review and comment on VT invoices
  • Analyze materials data for contract and procedural compliance. Support the projects in identification and resolution of deficient or non compliant materials issues
  • Evaluate component materials for compliance with Florida Department of Transportation (FDOT) specifications. Evaluate composite material for compliance with FDOT specifications. Evaluate production facilities and operations for compliance with Quality Control (QC) plans and specification requirements. Document and report findings
    Evaluate materials laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as necessary. Document and report findings, and perform follow-up evaluations as needed.
  • Review production and placement Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the FTE mission

Preferred Qualifications


  • Previous experience working on highway/roadway projects
  • Previous experience on FDOT or FL Turnpike projects
  • Knowledge of the concepts, terminology, principles and analytical techniques for evaluation of Bituminous materials
  • Knowledge of engineering design, construction, production and/or operations
  • Skill in using engineering tools, equipment and/or instruments
  • Ability to analyze and interpret engineering data
  • Ability to solve problems relating to engineering
  • Ability to apply engineering quantitative techniques
  • Ability to plan, organize and coordinate work assignments
  • Ability to communicate engineering information effectively
  • Ability to establish and maintain effective working relationships with others.


Required Qualifications
  • Bachelor's degree
  • Previous experience in all aspects of roadway engineering design
  • Professional Engineer (PE) license
  • Hands-on experience with Highways and Roads CAD engineering software such as Bentley ConceptStation and Open Roads Designer and/or Autodesk Infraworks and Civil3d
  • MS Office knowledge
  • Excellent communication and organizational skills
  • Experience should include urban and rural highway interchanges, intersection design, traffic management, transportation planning, site planning, preparation of concept alignments, geometrical layout and CAD base alignment plans
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
