Advanced Research Program Manager

COMA is actively seeking a Program Manager (PM) for Advanced Research to lead cutting-edge research projects in areas of national significance. The ideal candidate will have a deep understanding of emerging science and technology trends, particularly in the cyber domain, a proven ability to manage multidisciplinary research initiatives, and experience collaborating with sponsors and stakeholders in government, academia, and industry. The Program Manager will be responsible for driving technical excellence, ensuring program objectives are met, and cultivating a culture of innovation within their team.

As the Program Manager, you will:

Strategy:

• Cultivate the vision and strategy for Advanced Research. Identify emerging science., technology, research and development opportunities relevant to national security, particularly in the cyber domain. Seek domain expertise across APL and within the commercial and government community and facilitate partnership between the sponsors, external partners and APL to advance research in support of the critical challenges of our sponsors. Engage the science and technology sponsors to identify opportunities for APL to advance ways to close gaps making critical contributions to critical challenges for our government sponsors.

Program Leadership:

• Shape proposals, secure funding, and position APL as a thought leader in key research areas. Mentor thought leaders, project managers, technical leads and principal investigators by providing program management and leadership, establishing technical direction and assigning responsibilities to capable staff. Develop and manage complex research projects aligned with COMA's mission and sponsor objectives. Develop and foster a trusted relationship with sponsor representatives (e.g., technical leaders, contracts personnel) and APL leadership (group supervisors, section supervisors, etc). Work with sponsors to identify and support technological gaps critical to program success. Drive the strategic vision, technical direction, and execution of research projects. Lead multidisciplinary teams of scientists, engineers, and analysts to achieve program goals.

Thought Leadership:

• Provide thought leadership in conceptualizing and pursuing new initiatives aligned with APL envisioned futures, especially those assigned to COMA. Develop and compose concepts that effectively communicate cyber capabilities, concepts and research approach. Build and maintain strong relationships with government agencies, industry partners, and academic collaborators. Identify sponsor needs, translate them into actionable research objectives, and communicate progress effectively. Mentor staff toward innovative thought leadership to aid strategic efforts, proposal development, and high impact publications.

Quality:

• Promote innovation by identifying and integrating new research methodologies, tools, and technologies. Lead the development and execution of proposals, task assignments, and related documentation to address sponsor needs and align with APL policies and processes. Ensure program outcomes contribute meaningfully to sponsor objectives and advance the state of the art in science and technology. Conduct regular reviews to identify areas of risk and develop mitigation plans in coordination with Sponsor requirements. Ensure enterprise requirements for quality and safety are met for all program activities. Review and finalize program deliverables to ensure they meet sponsor needs.

You meet our minimum qualifications for the job if you...

• Masters Degree in a relevant scientific or technical field (e.g., data science, computer science, electrical engineering, physics or related field)

• Demonstrated ability to lead multidisciplinary teams and deliver results in a fast-paced environment

  Ability to manage performance, cost, and schedule through the full life cycle of a project

• Strong communication and interpersonal skills, with the ability to engage and influence diverse stakeholders in the science and technology community

• Minimum of 8 years of experience managing research and development programs, including experience with government sponsors

• Hold an active TS/SCI security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship

You'll go above and beyond our minimum requirements if you...

• Ph.D. in a relevant scientific or technical field
• Prior technical leadership and/or project management experience
• 10+ years of relevant professional experience in cyber operations, cyber defense of weapons systems, cyber security or research and development in the cyber domain
• Familiarity with government research funding mechanisms (e.g., DARPA, ONR, NASA, DoD)
• Demonstrated track record of different research leadership roles across technology readiness levels

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
