Position Summary
This position is responsible for the fiscal management of the Agricultural and Environmental Services Lab ( AESL) including budget planning for both UGA and Sales and Service funds. The incumbent may have supervisory responsibilities. Responsibilities include, but are not limited to: reviewing and approving accounting records, developing financial statements and reports as needed, providing fiscal information support for the analysis of business operations and forecasting trends, and personnel administration including accurate policy and procedure implementation. The Business Manager functions with a high degree of autonomy utilizing independent judgement and is highly competent and skilled in understanding fiscal and administrative requirements for effective department operations. This position serves as the sole fiscal resource for the department and ensures effective coordination and communication with County Extension Coordinators, the Assistant Dean of Extension, and the CAES Finance and Administration Office.

Budget Development and Financial Responsibilities:

  • Serves as the primary person responsible for managing and oversight of all financial activities of the Agricultural and Environmental Services Lab (AESL) including, but not limited to, assisting in the budget development, preparation of financial reporting, policy compliance, position management, and purchasing approvals and support (including p-card).
  • Develops monthly, quarterly, and annual statements of funds and accounts review. Ensures thorough understanding and knowledge of the business and financial status of AESL such that timely communication of emerging concerns are communicated to the Director.
  • Reviews monthly reports and prepares budget amendments for sales, service, and state accounts; transfers funds between accounts as needed, GL Journals to correct actuals and process intra-university payments, EDRs if necessary, and may support tax filing issues as necessary.
  • Monitors revenue and spending rates and adjusts fund allocation in consultation with the Department Director; oversees year-end closing.
  • Proactively monitors AESL's fiscal health and provides regular financial status reports to the Director.
  • Analyzes budget expenditures for compliance with the approved budget, researches problems, and handles them accordingly.
  • Maintains a schedule of outstanding commitments and a receivable aging report.
  • Works collaboratively with the Director to develop efficient and effective business processes and operation procedures.
  • Effectively utilizes and becomes proficient in UGA systems and any emerging technology to support AESL efficiencies. This includes UGA Financial systems, OneSource, Excel, Microsoft Suite, Smartsheet, Qualtrics, and others as developed and implemented by UGA/CAES/AESL.

Duties/Responsibilities
Administration:

  • Provide clerical/administrative support as necessary including coordination of meetings, training events, travel, etc. in an organized and thorough manner, ensuring all supportive technology is available and travel/itineraries are efficiently managed.
  • Preparation and delivery of memos, invoices, past-due notices, and correspondence; assist unit personnel in the preparation of travel authorities, expense reports, etc.;
  • Manage the inventory control processes within the department and ensure timely and accurate completion.
  • Regularly seek professional development opportunities. Stay abreast of relevant University policies and standard operating procedures regarding financial management and human resources management.
  • Become and remain proficient in all relevant new and current University systems and software applications including OneUSG, UGA Financials, UGAJobs, Microsoft Suite including excel, etc.
  • May supervise AESL administrative staff as deemed appropriate by the Director; however, this role is seen as a leadership position with obligations to ensure full knowledge and information of processes and systems to support the training, organization.
  • Other tasks within the purpose and scope of the role to assist the department's operational needs

Human Resources Administration:

  • Coordinates with administrative staff to ensure effective onboarding or separation/exiting of AESL employees. Ensure appropriate position funding is established in OneUSG in a timely manner.
  • Implement transactions in OneUSG related to personnel actions and payroll. Monitor leave use/balances and overtime and provide feedback to the Director.
  • Interpret and have working knowledge of UGA personnel policies and practices regarding FMLA, Worker's Compensation, overtime, etc. to support staff and supervisor concerns as needed.
  • Collaborates and communicates effectively with CAES HR as needed.
