The hiring range for this role is:

92,086.00 - 129,145.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate's position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.This job is also eligible for annual bonus incentive pay.

Job Description Summary:

This role will lead and enhance technology collaboration and communication between BCBSA and Plans. Initial focus will be leadership and enhancement of the Systemwide CIO Collaboration program and workgroup. Key responsibilities include orchestrating meetings, synthesizing materials from diverse stakeholders, managing agendas, developing a comprehensive knowledge repository, and enabling real-time communication through digital platforms. Additionally, the role will be responsible for technology change management projects that impact Plan and other audiences. Key responsibilities include creating and executing technology change management plans and communicating with Plans using appropriate channels. They will provide executive status reporting on these projects.

Responsibilities include but are not limited to:

  • Blue System CIO Collaboration:

    • Meeting Coordination and Management: Oversee the scheduling and organization of meetings for the CIO group, ensuring all key stakeholders are informed and available. Develop and manage comprehensive meeting agendas to ensure all pertinent topics are addressed. May also include managing rooms, invitations, and other logistics.

    • Material Preparation: Coordinate the collection and preparation of materials from multiple stakeholders for meetings and discussions. In partnership with management, provide working drafts of materials. Ensure accurate documentation and distribution of meeting minutes to all participants.

    • Knowledge Repository: Establish and maintain a comprehensive knowledge repository for the CIO community, ensuring easy access to critical information.

    • Communication: Provide regular updates and disseminate important information to the CIO community, ensuring all members are well-informed of significant developments.

    • Online Forums: Facilitate real-time communication and collaboration through online forums and other digital platforms, promoting active engagement within the CIO community.

    • Stakeholder Engagement: Serve as a liaison between the CIOs and other BCBSA departments, fostering a collaborative and cohesive environment

  • Technology Change Management

    • Change management plans: Create and execute change management and communications plans.

    • Create written communications: Create communications such as email, intranet news articles, newsletter content, how-do instructions, etc. to support technology change needs

    • Facilitate presentations: Present information (related to technology change and impact) to CIO, Plan, non-Plan entities and other external parties. Create slides, scripts, and other needed items to support facilitation.

    • Reporting and measurement: Prepare and present information (e.g., executive summaries, change management plans, status reports) for stakeholders from executive level to project teams.

Required Education, Certifications and Experience:

Education:

  • Required: Bachelors degree in a field related to the skills needed (e.g., Information Technology, Communications, Project Management, Business) or equivalent work experience.

Experience:

  • Required: Five or more years of experience in information technology and program oversight; experience using structured change management (any methodology).

Knowledge, Skills, and Abilities

  • Leadership skills: Must have the proven ability to lead the development, planning, coordination of large executive groups.

  • Communication Skills: Must be able to communicate effectively to senior business leaders and fellow team members. Must be a trusted counsel to senior management, as such the role requires a highly resourceful individual with emotional intelligence, self-motivation, and strong analytical and communication skills.

  • Ability to deliver: Must have the proven ability to lead projects across various business and functional departments a project management mindset with clear objectives, goals, processes, and measurable outcomes.

  • Risk-based methodology: Must demonstrate acute application of risk-based decision-making. This person should enable business decisions and strategy yet strike a balance between the desires of the business and the risk-profile required to protect information assets.

  • Strongly proficient in written and spoken English.

  • Strongly proficient in Microsoft PowerPoint, Word and Outlook.

  • Shows capability and experience in creating corporate communications.

  • Proven ability to manage complex tasks with multiple stakeholders and deliverables.

  • Proven ability to summarize information for a business/executive audience.
