Overview The Institute for Defense Analyses (IDA) has an immediate career opening for a Security Admin Specialist I (Security Assistant). This opening is located at IDA's Center for Communications Research in La Jolla, CA (CCRL). We are seeking a Security Admin Specialist I (Security Assistant), who under the guidance of the Security Manager, provides personnel and physical security assistance to the Security Manager in support of the National Industrial Security Operations Manual (NISPOM), Intelligence Community Directives (ICD) and Communications Security (COMSEC) requirements. Act as the primary coordinator for processing, preparation and submission of Unofficial Foreign Travel (UFT) and SF86 Forms (Questionnaire for National Security Positions). Performs a variety of administrative duties to include implementation and enforcement of security policies and procedures, maintaining logs, files, document control, and other duties as assigned. This position may require work on varied shifts or outside of a regularly scheduled shift, to include overtime hours, weekends and holidays. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $50,083 - $80,132. Individual salary within this range will be commensurate with the incumbent's experience and unique skills or qualifications. Responsibilities
- Assists the Security Manager with daily activities, ensuring personnel and physical security provisions are followed, and security matters are addressed in a timely manner.
- Executes elements of CCR-La Jolla's personnel security administration program in support of the NISPOM and ICD.
o Assures a high-level of customer service support to CCR-La Jolla employees through timely, effective handling and processing of in-person requests and inquiries. o Assists in ensuring CCR-La Jolla and visitors have appropriate security clearance. o Ensure security clearances are properly filed and kept up-to-date. o Work closely with staff to provide guidance, support and information to ensure preparation and completion of required security paperwork, documentation, and training. o Coordinate, review, process and submit personnel SF86 Forms for security clearances for initial and re-investigations of potential candidates, and staff. o Responsible for the coordination, review, submittal and tracking of all staff and adjunct Unofficial Foreign Travel (UFT) requests and debrief submissions, to include the training requirements and specific country briefs. o Responds to routine and special inquiries. o Assists with the issuance of all badges. o Maintains databases and tracks all visitors and vendors. o Assists with receiving, transmitting, controlling, circulating and tracking destruction of documents, monthly shredding, and CD destructions. - Enforces personnel security policies and procedures.
o Updates CCR-La Jolla security databases. o Assists in the security clearance process. o Coordinate, processes and tracks site Visitor Requests and clearances. o Helps maintain and files required security records and documentation. o Tracks and assist in annual update of staff medical device authorization. - Assists with personnel security education, training, and awareness programs.
o Monitors and track, update and ensure staff compliance and completion of required trainings. o Assists with the briefing and debriefing of employees to include: i. Initial Indoctrination Briefings ii. Candidate Security Overviews iii. Annual Security Briefings iv. Security Refresher Briefs v. Foreign Travel & Country Specific Briefings o Under the guidance of the Security Manager, ensures staff, visitors and vendors follow established security policies and procedures in order to protect classified information, prevent spillages or inadvertent access, and maintain security integrity and clearance accesses. - Ability to properly communicate, handle multiple task demands and prioritize workload base on urgency.
- Provide Security Guard shift relief and schedule support when needed.
- Performs escort duty to scheduled, unscheduled, and uncleared personnel or visitors around and within the facility.
- Assist in moving supplies, equipment, and furniture including setting up and taking down items for meetings and other events; receiving deliveries.
- Performs other duties as assigned.
Qualifications
- High school diploma and three years of clerical experience.
- Knowledge of the DoD Regulation 5220.22-M, National Industrial Security Operating Manual and applicable Intelligence Community Directives (ICD) preferred.
- Experience with DoD clearance process to include but not limited to eQIP, DD254, eCPRL, SF86 and Foreign National Association desired.
- Ability to communicate effectively both orally and in writing with all levels of staff, and maintain discretion.
- Ability to display tact and diplomacy in dealing with all levels of staff, visitors and vendors.
- Proficiency in use of computers and Microsoft Office products.
- Must be willing to work outside of regular scheduled hours in emergency call-in or related situations to include shift work.
- Ability to lift and carry 50 pounds alone; ability to climb ladders, work from heights, and stand for long periods of time.
- Successful completion of a criminalbackground check is required.
