Essential Job Functions
Payroll Processing

  • Coordinate one of the payroll processes as assigned by the Payroll Director.
  • Review and process a variety of authorizations and other documents for payments
  • Monitor and manage a base for financial accounts for accuracy and compliance with accounting standards and regulations and/or program laws and regulations.
  • Communicate the issues identified and corrections needed for WebTime Entry and timekeeping system (TimeClock Plus/AIM/others as required) with the employees and hiring departments throughout the reconciliation process each pay period.
  • Research and resolve the complex time records feeding and reconciliation problems and finish each payroll timely and accurately.
  • Manage leave/time reporting
  • Be proficient with University policies especially Payroll and HR, federal and state laws and regulations to be able to effectively manage FICA mandates, minimum wage requirements, overtime and holiday pay, and other Payroll compliance matters.
  • Perform all financial/administrative functions of payroll and assist as needed with the review of other payroll reports.



Customer Service

  • Train and assist employees/supervisors with leave reporting/Timesheets and approvals.
  • Research and help identify/resolve errors for employees.
  • Interpret and clearly communicate established guidelines, policies and procedures related to the University payroll, federal and state tax laws including FICA withholding and Affordable Care Act laws with the employees and hiring departments verbally and in writing.


Other Responsibilities

  • Implement and document procedure changes with the payroll processes and leave reporting.
  • Assist with maintaining the payroll electronic database.
  • Other duties as assigned.

Knowledge, Skills, & Abilities Required for this Position
The employee in this position is assigned at the full performance level for performing technical accounting duties involving the maintenance and reporting of fund accounting data.
Employee must meet the minimum educational and experience qualifications and possess thorough knowledge of Payroll accounting principles, fund accounting, federal/state tax laws, ACA knowledge, and Ad hoc reporting.
Must be able to review and process moderately complex pay authorizations and other documents for payments, preparing routine reports, and cleaning and posting payroll data to a payroll system, checking data for appropriateness and accuracy, resolving the discrepancies/errors and performing the routine reconciliation of payroll data.
Must have the ability to learn and use the ERP system, timekeeping system and Microsoft Office.
Preferred Qualifications
2-year degree and two years of related Payroll Accounting experience, or an equivalent combination of education and experience.

Diplomas or degrees must be received from appropriately accredited institutions and in related field areas.

Knowledge of Payroll accounting principles, fund accounting, and familiarity with federal/state tax laws that govern payroll.

Required Functional Competencies to Successfully Perform Job Duties.
Knowledge-Technical: Apply considerable knowledge of government accounting methods, procedures and accounting practices needed to perform the work. Basic knowledge of program laws and regulations needed to perform the work. Apply the knowledge of a variety of technology, financial systems and packages to create and maintain data. Develop formula for moderately complex spreadsheets.

Financial Program Monitoring & Management:
Verify and ensure accuracy and validity of moderately complex transactions and examine accounting records to assure adherence to accounting standards and regulations. (Examples: variety of funding sources with different reporting cycles and standards; re-investment of funds and accountability for the more complex funding sources) Supervise a financial function of moderate complexity Maintain and manage accounting records of moderate variety and complexity, including preparation of financial statements and reports. (Examples: Research, compile, and analyze information; prepare statistics; write/draft reports; make recommendations for resolution)

Problem Solving: Identify and correct routine and reoccurring financial problems; refer all other problems and follow/apply oral and written guidelines.
Pay will be commensurate with applicant competencies, budget, equity and market considerations.
