Position Description

Provide varied, complex video evidence analysis in support of the Office of Police Conduct Review; and oversee, administer, and prepare a variety of projects, conduct procedural studies and contribute to research and study of police practices.
Salary The anticipated salary range for this position is $30.57 - 42.31/hour, depending on qualifications.
Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Assist investigators with case preparations by processing, creating, or editing audio/visual media in various physical and electronic formats
- Manage, import and present evidence to the Office of Police Conduct Review supervisors in police misconduct investigations.
- Responsible for downloading, storing, and properly labeling body camera video from the Minneapolis Police Department.
- Work with department analysts in planning and executing research and study related to police policy and procedure.
- Analyze performance data and interpret data trends.
- Develop and/or analyze proposals for new department programs, evaluate existing programs and make recommendations regarding program implementation.
- Assist in coordinating and monitoring assigned programs, including training, monitoring, and evaluation related to research and study.
- Responsible for communicating with staff, City Departments, the Police Conduct Oversight Commission, and Review Panel, law enforcement agencies, outside attorneys, and civilian witnesses regarding media evidence.
- Interact with law enforcement, other criminal justice personnel and members of the public.
- Develop grant proposals, coordinate the application process, monitor implementation, analyze grant program data and complete all grant-reporting requirements.
- Assist with the design, development, implementation, and continual enhancement of computerized information systems.
- Design training programs and train personnel on department operating systems.
- Function as departmental representative on various committees and task forces.

Required Qualifications

MINIMUM EDUCATION Bachelor's Degree in Public Administration, Business Administration, Computer Science or equivalent MINIMUM EXPERIENCE Two years performing duties related to those listed above.
LICENSES / CERTIFICATIONS None required. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.
