The purpose of this position is to lead the coordination and planning for professional development of library staff. The ideal candidate for this position should have: very strong organizational skills; experience establishing learning objectives that supports the Division's goals; experience in developing effective trainings; assess and analyze professional development data; serve as the Libraries Division liaison with professional networks and learning organizations; conduct research and identify relevant learning opportunities. The Division requires a candidate who effectively demonstrates skillful written and verbal communication with all internal and external customers, and can serve as a resource for library staff to navigate training, registration, and participation. Additionally, this position will assist with system-wide special projects as needed.
This position will also collaborate with library managers to identify professional development needs; supervise a team member; promote relevant opportunities to Division staff and deliver new hire orientation. The ideal candidate should have an excellent technology skill set including familiarity with the following tools: PeopleSoft, SharePoint, Microsoft Teams, Publisher, and Office Suite, Survey Monkey.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years of administrative experience working with high level executives or closely related experience including two (2) years of supervisory experience depending on area of assignment.
Special Certifications and Licenses

Preferences:
- Master's Degree in Public Administration or closely related field
- Doctorate in a related field
- Association for Talent Development Certification (ATD) or similar
- Four (4) years or more experience with Microsoft Office Suite applications
- Four (4) years or more experience in facilitation and/or training
- One (1) year or more experience using an Enterprise Learning Management System, similar to Peoplesoft
- Proficiency creating forms using Adobe Acrobat Pro
General Description:
Complex and varied administrative work providing professional level assistance directly to a high level executive.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Composes correspondence and memorandums; arranges conferences; interprets administrative policies; relays instructions and policy and procedural decisions; acts for supervisor on routine matters; represents supervisor at conferences and meetings, including contacts with outside agencies.
Assists in identifying problems or factors inhibiting the effective accomplishment of agency goals and objectives; assists in determining requirements and scope of necessary study in light of objectives and problems to be solved; collects and analyzes data; develops alternatives and makes specific recommendations to superior; may assist in implementation of recommendations.
Acquires and disseminates information concerning work methods and procedures, organization, work controls and similar management functions; studies actual and potential problems and recommends appropriate solutions; conducts fact-finding interviews, observes operations, consults with and explains to management recommendations made for changes in work operations and other key actions proposed.
Assists in preparing a variety of written documents including study plans, special and regular reports, systems and organizational analyses and work flow charts; assists in preparing drafts of rules and regulations pertinent to the particular area assigned.
May supervise and/or participate in the formulation, preparation and control of the agency budget.
May be assigned to direct various phases of agency administrative operations.
