Primary Purpose
Develops and communicates environmental permitting strategies and regulatory compliance plans and initiatives, including anticipating and analyzing critical regulatory and permitting trends that could have an impact on the performance of company projects and initiatives. Directs the preparation of Major Project Air permitting, perform strategic analysis and regulatory position papers for project compliance/completion. Produces the necessary analysis, reports and materials to enhance senior management's understanding of project permitting and compliance challenges and opportunities, and supports them to advance the company's strategic project and program objectives.

Duties and Responsibilities



  • Strategic Permitting Analysis - Directs the preparation and delivery of the company's strategic air permitting and compliance plans and presentation, including supporting materials for project/program use. Establishes and reviews key major air project priorities and translates them into comprehensive, actionable strategic plans and ensuring that business unit initiatives are aligned to the company's overall project goals. Leads ad-hoc air initiatives requests.
  • Major Project Air Permitting and Initiatives - Develops strategies and air permitting positions that support the company's vision and objectives. Effectively communicates results and findings internally to project proponents and leadership in the regulatory and permitting arenas. Crafts compelling arguments in support of company's strategic air permitting priorities.
  • Stakeholder Relations - Maintains strong relationships with key external and internal stakeholders, to stay up-to-date with developments in the industry and in the company. Fosters open communication, builds trust and achieves high quality outcomes.
  • Provides direction and manages a team of environmental specialists. Provides coaching, oversight and performance management.
  • Performs other duties as assigned (no more than 5% of duties).


Education



  • Bachelor's Degree Engineering, accounting, finance, economics, statistics, business, environmental studies, administration or related field or equivalent experience. Required
  • Master's Degree MBA, other advanced degree Preferred


Experience



  • 8 years Directly related experience managing environmental processes, working with existing and developing complex environmental regulatory and project permitting solutions. Required


Knowledge, Skills and Abilities



  • Air permitting and project management knowledge. RECLAM, Title V, CEQA and air modeling experience. Advanced Required
  • Must be able to assess the potential financial impact of a project to the Company. Advanced Required
  • Must possess the ability to review complex problems and propose innovative solutions. Advanced Required
  • Must be able to build solid business cases/project justifications. Advanced Required
  • Must have a proven ability to work with unstructured problem solving and analysis involving uncertainty. Advanced Required
  • Written and oral communication skills and ability to communicate complex technical concepts to non-technical audiences, including senior management. Advanced Required
  • Must be able to work with short deadlines, while providing high quality, complete and accurate product. Advanced Required


Licenses and Certifications



  • SCAQMD Certified Permitting Professional (CPP) Preferred
