Description

DEFINITION
Under general direction, to design, implement, supervise, monitor the various activities of the City's Senior Services Section; to perform related duties as required.
CLASS CHARACTERISTICS
The Senior Services Supervisor is a management-level classification that oversees the day-to-day operation of the City's Senior Services programs. The incumbent supervises the development, implementation and operation of community senior service programs. Instructions given by a division or department head generally do not provide all of the information needed to complete the assignment. Incumbent is expected to resolve most problems confronted through the application of judgement and precedent, referring to their superior only those which involve the establishment of new procedures, or which involve situations that are inconsistent with departmental procedures and policies. When work is reviewed, the review is directed toward final outcome and results. The incumbent reports to and receives general direction from the Deputy General Services Director.

Examples of Duties

Supervises, plans, organizes, implements and evaluates a variety of senior recreation programs and activities; establishes and adjusts work schedules, sets priorities for, trains and reviews the work of assigned personnel; conducts performance evaluations; recommends hiring and discipline of subordinate employees; establishes standards of performance; conducts staff meetings; instructs assigned staff in work methods; checks and corrects work in progress and upon completion; reports to division or department head problems encountered in the assigned work and progress in completing work assignments; observes and enforces safety regulations; attends and conducts meetings and training sessions; markets and promotes recreation programs; works with local agencies and service organizations to coordinate scheduled activities and use of facilities; serves as a liaison between the City and various community groups concerning the implementation of senior service programs; prepares periodic reports detailing the status of senior program activities; responds to inquiries, complaints and correspondence; maintains program records; develops media releases fliers and other promotional materials for program activities; prepares purchase orders; prepares and monitors program budget; and performs related duties as required.


Typical Qualifications

LICENSE AND CERTIFICATES REQUIRED

  • Possession of a valid California Driver's License and good driving record.
  • Possession of current First Aid and CPR certificates; or ability to obtain within the first six (6) months of employment.

EDUCATION AND EXPERIENCE

Education:

  • Graduation with a Bachelor's Degree from an accredited college or university with major study in public administration, social services, gerontology, or a related field.

And

Experience:

  • Five (5) years of progressively responsible supervisory experience in senior services or social services-related programs.

QUALIFICATIONS

Knowledge of:

  • Common recreational and social needs of older adults;
  • Modern methods, techniques, principles, and procedures used in the planning, development and implementation of senior recreation programs and operations;
  • Principles and practices of supervision and budget management;
  • Laws, regulations, and rules affecting the provision of senior recreation programs;
  • Safe work practices and related regulations and procedures for public recreation programs;
  • Grant writing/application processes;
  • Applicable Federal, State, and local laws, regulations, ordinances and policies.

Ability to:

  • Develop and administer a wide variety of senior recreation programs suitable to the needs of the community;
  • Recruit, train, assign, supervise, and evaluate the work of assigned staff;
  • Perform research and analysis;
  • Develop and administer budgets;
  • Communicate effectively, both orally and in writing;
  • Exercise independent judgment in the solution of challenges;
  • Analyze, interpret, and explain policies and procedures;
  • Establish and maintain effective working relationships with officials, employees, organizations, and the general public.

Supplemental Information

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Incumbent is required to attend evening and weekend meetings and events.
  • Incumbent is required to travel within and out of the City for work-related business.
  • Work is primarily sedentary and typically conducted in an office environment.
  • Work may include occasional lifting, carrying or pushing objects weighing up to 25 pounds, and infrequent lifting pulling and/or pushing of objects weighting up to 50 pounds.

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
