Supplemental Questionnaire

DEFINITION
Under general supervision, to perform the more complex building inspections, to act as a resource person for building inspectors; and to perform related work as required.
CLASS CHARACTERISTICS
Positions in this class reflect the more experienced positions in the building inspection series. Incumbents perform the more complex building inspection duties, may review the inspections of building inspectors and may act as resource person to lower classes. Positions in this class perform work which has variation and which allows or requires a range of choice in the application of defined methods or procedures. Incumbents receive instructions when tasks are assigned but have latitude in selecting work methods. Incumbents are expected to refer to the supervisor for instruction matters which do not fit a clear pattern.

Examples of Duties

Performs a wide variety of complex, on-site construction project inspections for conformance with zoning ordinances and business licensing, such as new construction, room additions, alterations, rehabilitation projects or change of-use permits; acts as a combination inspector to determine compliance with uniform and national codes, City ordinances and zoning regulations; contacts owners, consumers, architects, engineers, developers, contractors, workmen and other public officials to explain and interpret requirements and restrictions; ensures the integrity and compliance of a structure from soil testing, foundation laying, framing, rough and final plumbing, wiring, heating roofing, lathing and siding to the finished product; makes repeated inspections from ground breaking to the release for occupancy; uses individual judgment in interpreting legal requirements, standards of method, materials and workmanship and ensures effective corrective measures, as needed; keeps inspection logs; issues notices for corrections, stop work orders and citations; prepares reports; testifies in court when litigation is instigate; reads blueprints and specifications to ensure project conformity to plans; initiates minor field changes on contract projects not involving structural or architectural features; investigates sign ordinance and building use violations; inspects and approves water, gas, electrical and sewer connections; checks building plans; prepares final inspection certificates; inspects fire-damaged structures; issues permits, calculating fees, operates City vehicles; assists in training of new personnel; instructs assigned staff in work methods; checks and corrects work in progress and upon completion; notifies immediate supervisor of employee performance problems; reports to supervisor problems encountered in the assigned work and progress in completing work assignment; participates fully in the work of crew/unit; attends workshops and meetings; uses two-way radio; and performs related work as required.

Typical Qualifications

LICENSE REQUIRED
* Possession of a valid California Driver's License and good driving record.
* Possession of a current I.C.B.O. Certificate of "Combination Building Inspector" or
"Plans Examiner" is highly desirable.
EDUCATION AND EXPERIENC E
Education:
* Completion of the twelfth grade, supplemented by specialized training in building inspection.
Experience:
* Four years of responsible experience in building inspection, building trades or as a
contractor exposed to a wide variety of building construction work, including two years
experience in building inspection.

PHYSICAL DEMANDS AND WORKING CONDITIONS

* Strength: Medium work-lifting, carrying and/or pushing 50 pounds maximum with

frequent lifting and/or carrying objects weighing up to 25 pounds.

SELECTION PROCESS

A resume only may not be submitted in lieu of a completed online employment application to be considered. Applicants may attach acceptable application attachments to their online employment application which include a DD Form 214, college/university degree diplomas, resume, and International Degree Accreditation documentation at the time of application submission. Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.

The examination may consist of questions relative to knowledge of applicable building codes and state energy laws; building methods from wood framing to concrete tilt-ups; accepted standards of building materials and craftsmanship; principles of basic supervision; basic mathematics applicable to building construction; basic English usage, spelling, grammar and punctuation; and appropriate safety precautions and procedures. The examination may also contain questions regarding the ability to read, understand, interpret and apply the Uniform Building, Plumbing, mechanical and Housing Codes, National Electrical Code, Abatement of Dangerous Building Code, Fire and Safety Standards, municipal ordinances, zoning requirements and other applicable codes and regulations; use independent judgment in properly interpreting specifications and issuing correction and stop-work orders; inspect all areas and aspects of a construction project; read, interpret and work from blueprints and drawings; keep logs, write inspection reports and prepare detailed documentation of inspections, compliance and non-compliance; detect substandard workmanship and materials; operate a computer terminal for file maintenance and information retrieval; operate a vehicle observing legal and defensive driving practices; interact and mutually solve problems effectively with private officials and the general public; maintain accurate records; read, understand and apply complex materials; understand and carry out oral and written instructions requiring problem-solving and independent decision-making; and establish and maintain effective relationships with those contacted in the course of work.
