Overview

SMS is seeking a Program Manager (PM) to run a new ECMA contract. The position shall be tasked with developing and implementing strategic plans aligned with Army and ECMA objectives, ensuring projects are managed from inception to completion. The PM shall be a leader with proven experience transforming an organization to better prepare for the future state need to serve the mission/enterprise. As technology evolves and advances it's critical to have this leader continuously transform to support OCIO request by managing technical staff.

Responsibilities

The PM shall be involved in day-to-day project activities and leading trans-formative efforts to modernize and enhance Army and ECMA cloud infrastructure and processes. The PM shall also identify potential obstacles and implement mitigation strategies with strong budget management skills, which are essential to ensuring financial accountability throughout the project life-cycle. Resume must show thorough experience in performing the following:

    Managing clients, to include:
    • Building a knowledge base of each client's business, organization, and objectives.
    • Managing day-to-day client interaction.
    • Setting and managing client expectations.
    • Communicating effectively with clients to identify needs and evaluate alternative business solutions.
    • Continually seeking opportunities to increase customer satisfaction and deepen client relationships.
  • Achieving operational objectives and contributing information and recommendations to strategic plans and reviews.
  • Implementing productivity and quality standards.
  • Providing technical direction and guidance to contractor staff to ensure Contract requirements and expectations are clear, success criteria are defined, progress toward results are monitored, and that all activities are performed in compliance with the terms of the Contract.
  • Identifying risks and appropriate mitigation strategies.
  • Meeting financial objectives by forecasting requirements, preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions.
  • Managing a multi-tiered project and/or multiple projects simultaneously.


Qualifications

Special Skills:

  • Expertise in the management and control of funds and resources using complex reporting mechanisms
  • Demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Must demonstrate the ability to work independently or under only general direction

Experience:

  • 10+ years program management experience and
  • 5+ years of cloud operations experience

Education:

  • BA in Business Administration, Computer Science, Information Technology, Information Security, or a related field.

Certifications:

  • Program or Project Management Professional (PgMP/PMP) Required
  • Information Technology Information Library (ITIL) v3

Clearance:

  • DoD Top Secret prior to start of work
