The Emergency Manager will report directly to the PARCS Program Manager.

The Emergency Manager plans and directs disaster response/crisis management activities, provides preparedness training, and prepares emergency plans and procedures for natural, war-related, terror-related, or technological disasters, as well as for hostage situations.

Essential Duties and Responsibilities:

Direct the development, periodic testing, and ongoing improvement of disaster response/crisis management plans

* Lead a team of emergency personnel

* Develop and implement a preventive maintenance plan for emergency equipment and notification systems

* Possess problem solving abilities

* Demonstrate leadership qualities in highly stressful situations; make decisions quickly and decisively, often with limited information

* Develop a system of emergency response training

* Supervise periodic emergency drills

* Coordinate with outside agencies and stakeholders

* Implement and manage the Shelter Management Program

* Attend EM working group meetings

* Conduct periodic threat assessments and self-assessments

* Perform other duties as required

Educational/Training Requirements:

* A Bachelor's degree in Emergency Management or Public Safety or 5+ years of work experience in emergency management, public safety, or disaster recovery - with at least 3 of those in a managerial position - is desired. Firsthand experience managing disasters/emergencies effectively is strongly preferred.

* Must have a demonstrated ability to lead a team of emergency personnel. Strong communication skills and the ability to work well with people at all levels and backgrounds are essential.

Must have or be able to complete the following certifications:

* Certification in emergency management (CEM) by International Association of Emergency Managers (IAEM) is a plus.

* Air Force Emergency Management Program Course (Online)

* Unit Emergency Management Representative Course (Instructor Led)

* Unit Emergency Management Representative Course (Online)

* Shelter Management Team (Online)

* Shelter Management Team (Instructor Led)

* Contamination Control Team (Online)

* Contamination Control Team (Instructor Led)

* Contamination Control Station Team (Online)

* Contamination Control Station Team (Instructor Led)

* Command Post Operators (IWS Alerts Operator)

* Federal Emergency Management Agency (FEMA) independent study courses 100, 120, 200, 230, 2235, 240, 241, 242, 244, 700 and 800

Required Skills/Experience:

* Excellent communication skills both written and verbally

* Ability to communicate clearly and concisely with employees, emergency services workers, and others is crucial. Regular use of phone, mobile device (voice, text) for communication is essential. Hearing and vision correctable to within normal ranges are essential for normal conversations, receiving ordinary information, and preparing or inspecting documents.

* The ability to remain in a stationary position roughly 30% of the time, as well as the ability to move about company premises (to attend/conduct meetings, conduct physical inspections, supervise evacuation drills, etc.), is required.

* Using a computer while sitting for extended periods is common. Must also be able to position self to maintain equipment, including under tables and desks.

* Heavy lifting (70+ lbs.) may be required in some emergency situations. Good manual dexterity required to use common office equipment (e.g., computers, mobile devices, calculators, copiers, scanners).

Work Environment:

* Must be able to lift or move items weighing up to 50 pounds or more.

* The job is normally performed indoors in a traditional office setting; occasions will require the manager to work in various parts of the facility, as well as outdoors.

* Call in after-hours may be required.

Physical Demands:

Walking, sitting, typing, bending and lifting items as required within position requirements

Clearance Requirements:



  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance.
