Summary

The Public Health Alliance of Southern California (Alliance), a coalition of 10 local health departments in Southern California representing 60% of the State's population, is seeking a Climate Change & Health Data Lead to support our organization's data needs. The position will work closely with the Director of Data Initiatives, Director of Administration & Climate Initiatives, Executive Director, other Alliance team members, and consultants to implement equity-focused data collection, analysis, and visualization.

The Climate Change & Health Data Lead spearheads climate change and health data initiatives within the Alliance. The incumbent contributes to strategic planning efforts related to climate change and health, leads and supervises staff on climate and health data initiatives, tracks national and state policies affecting climate and environmental justice, and identifies funding opportunities. They analyze, interpret, and produce reports on climate change data, and serve as a subject matter expert on climate for the Data Team. This role supports the work of our Healthy Places Index (HPI) project, including the California Healthy Places Index: Extreme Heat Edition, and expands our capacity to produce regional data analysis for our member local health departments. The Climate Change & Health Data Lead also represents the Alliance in professional meetings as needed, identifying opportunities for data resource development and collaboration.

The successful candidate will have a strong background in climate, environmental, and public health data, and is comfortable downloading, formatting, and analyzing a variety of data sets using R and R Studio. They are a creative problem-solver, detail-oriented, and efficient. They also excel in communicating data and can produce effective descriptions and visualizations for non-technical audiences.

ABOUT THE HEALTHY PLACES INDEX:

The Healthy Places Index (HPI) is a powerful platform designed to identify neighborhood health opportunities where investment, programs, and policy would have the strongest impact. Comprising an index summarizing 25 measures of health-linked community conditions that are validated with life expectancy at birth, plus an interactive, web-based mapping application, the HPI platform provides the data and tools for public health practitioners, government, and funders to assist communities in reaching their greatest potential. Since 2018, HPI has been used to guide the allocation of more than one billion dollars from California state and local agencies, health care and philanthropy, directing resources to communities most in need. HPI has widespread support and has beenutilized by more than 100government agencies, local and state health departments, health care institutions, community groups and other sectors across California for a variety of different purposes.

This is a remote, regular full-time, U.S.-based position. The incumbent is expected to work from their home office. Southern California candidates are preferred.

Full salary range for this position: $77,625 to $112,620 per year. The typical hiring range for this position is from $77,625 (minimum) to $95,123 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.



Essential Duties & Responsibilities

  • Oversees the implementation and operation of climate change and health data projects within the Alliance Data Initiative, including the Healthy Places Index: Extreme Heat Edition.
  • Manages day-to-day operational aspects of climate change and health projects in compliance with contract/grant requirements.
  • Coordinates with collaborating partners on climate change and health initiatives.
  • Assists Director of Data Initiatives and Director of Administration & Climate Initiatives with budget planning and tracking for climate-related projects.
  • Engages in organizational development activities, including strategic planning for climate and health data initiatives, identifying funding opportunities, and contributing to grant applications.
  • Develops program materials, including training content, presentation materials, and technical documentation related to climate change and health data.
  • Leads data collection, analysis, and interpretation for climate change and health projects, ensuring adherence to best practices and reproducibility.
  • Directs capacity-building efforts within the organization specifically related to climate change and health data, including staff training on climate data analysis, interpretation, and visualization.
  • Prepares comprehensive reports, including grant reports, resource guides, and briefs on the Alliance's climate change and health data, analyses, and initiatives.
  • Assesses operational gaps in climate data projects and makes recommendations to program directors.
  • Conducts and complies with all evaluation requirements, both internal and external, for climate change and health projects.
  • Represents the Alliance in relevant professional organizations (such as CCLHDME) and identifies opportunities for collaboration, capacity building, and/or resource development.
  • Performs other duties as needed in support of the program as assigned by the Director of Data Initiatives, Director of Administration & Climate Initiatives, or Executive Director.
  • Other duties as assigned.



Minimum Qualifications

  • 5 years' related experience, including 2 years' experience in the public health field.
  • Bachelor's degree required, or substitute with four additional years of related experience.


Other Qualifications

  • Strong oral and written communication skills.
  • Strong interpersonal skills - ability to communicate and establish effective working relationships with all levels within the organizations, and interact effectively with co-workers, customers, and other stakeholders.
  • A strong, demonstrated understanding of statistical analysis and epidemiological methods.
  • Experience using R and R Studio; can fluently read and write R code for data processing tasks.
  • Ability to make independent decisions following standard policies and procedures and to work independently with limited supervision.
  • Ability to function in a fast-paced environment, make simultaneous progress on multiple tasks, and meet deadlines.
  • Ability to identify and resolve problems in a timely manner; ability to develop alternative solutions.


Preferred Qualifications

  • Experience with Cal-Adapt data.
  • Experience with US Census Bureau data, including American Community Survey estimates.
  • Experience with ArcMap and/or Simple Features for basic GIS data processing and analysis, including spatial aggregation, creating buffers, and working with spatial joins.
  • Experience with SQL and SQL databases.
  • Master's in Public Health with a focus in Epidemiology or Biostatistics, or equivalent experience in public health and data analysis.
