Position Summary

Odyssey Systems has an exciting new opportunity for a Communications-Electronics (C-E)/Equipment Specialist (ES)/Logistics (CEESL) Subject Matter Expert (SME), supporting the Battlespace Awareness Acquisition Delta in the NCMC-ITW/AA (NORAD Cheyenne Mountain Complex Integrated Tactical Warning/Attack Assessment) Product Division. The NCMC Program Office manages the activities that provide authorities with accurate, timely, and unambiguous warning and attack assessment of air, missile, and space threats. The CEESL SME will be involved with C-E, ES, and Logistics Management operations involving planning, coordinating, and evaluating the actions required to support the specified missions and system components of the division.

This is a full-time position on Peterson Space Force Base and contractor locations, Colorado Springs, CO. Expect 20% telework within the Colorado Springs area unless otherwise designated by the government customer.



Responsibilities

Duties include but not limited to:

    Apply an intensive and practical knowledge of the characteristics, properties, and uses of equipment
  • Provide technical support and analysis on field, depot and modification program issues
  • Review and recommend changes to program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and standards
  • Provide technical maintenance and TO support to users; regularly by telephone, email, and local meetings or irregularly by direct field-support
  • Apply Agile and/or Waterfall development methodologies to both hardware and software projects
  • Prepare or assist with preparation of Time Compliance Technical Orders (TCTOs) to support configuration changes and inspections
  • Provide guidance in development and updating of Technical Orders, to include Illustrated Parts List (IPL), Illustrated Parts Breakdown (IPB), Theory of Operations, Troubleshooting Procedures, Remove and Replacement Procedures, Wiring Diagrams, Schematics, and format
  • Assist and execute the sustainment of the Electronic Technical Management System (ETIMS)
  • Perform or assist in performing technical order (TO) validation/verification (Val/Ver)
  • Develop Work Unit Codes and populate the Reliability and Maintainability Information System (REMIS)
  • Support execution of Configuration Control Boards (CCB) and Engineering Review Board (ERB) directives by partnering with the Technical Content Managers (TCM) to manage the publication and distribution of TO changes
  • Support Engineering Plans and Operational Safety, Suitability, and Effectiveness (OSS&E) baselines by evaluating configuration management tasks such as Discrepancy Reports (DRs), Recommended Change (RC), AFTO-252, AFTO-27, and performance metrics
  • Assist with the development of Technical Drawing Packages, system-specific and standard, in support of configuration management
  • Support the configuration control function to include receipt, dissemination, processing, tracking, and providing recommendation for the final disposition of all baseline technical artifacts
  • Review change proposal management impacts, and compliance with Government requirements; provide recommendations for Government review and disposition; assist in the preparation and conduct of CCB and related subordinate boards; and assist in maintaining change proposal files and providing historical information
  • Attend and support Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), and Compliance Audits (CAs), to include auditing hardware and software Configuration Items (CIs), disposition and tracking of action items and assist with preparation of the minutes
  • Assist with technical interchange meetings (TIM) and the preparation of minutes from the meetings
  • Monitor modification parts listings to identify items not loaded in the National Stock Number (NSN) system
  • Process non-stock listed items into the Defense Logistics Agency (DLA) system.
  • Monitor and process parts lists utilized under contractor logistics support for provisioning and configuration management planning and documentation
  • Access system data within various sources/tools such as Integrated Maintenance Data System (IMDS) to assist in development of OSS&E reporting data and documentation
  • Maintain Government Furnished Equipment (GFE) inventory lists to include physical inventories
  • Provide Product Lifecycle Management assistance through technical documentation to mitigate Mission Impaired Capability Awaiting Parts (MICAP) status
  • Develop and perform logistics management operations that involve planning, coordinating, or evaluating the logistics actions required to support a specified mission, weapons system, or other designated program
  • Identify the specific requirements for money, manpower, materiel, facilities, and services needed to support the program
  • Correlate requirements with program plans to assure the needed support is provided at the right time and place
  • Collect, analyze, interpret, and develop specialized information about equipment
  • Provide advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment
  • Develop or revise equipment maintenance programs
  • Provide expert logistics input on Request for Proposals (RFPs), Statement of Work (SOW), Performance Work Statements (PWS) and Contract Data Requirements List (CDRLs)
  • Coordinate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time


Qualifications

Minimum Qualifications:

Citizenship: Must be a US citizen

Clearance: Must have an active Top Secret with ability to obtain SCI

Education: Associates degree

Years of Experience: 15 years of experience as an Equipment Specialist/Logistics Manager, five of which must be in the US Air Force, US Space Force, or DOD space community OR,

  • BA/BS with 10 years as a Equipment Specialist/Logistics Manager, three of which must be in the US Air Force, US Space Force, or DOD space community

Preferred Experience:

  • Military leadership and management experience
  • Experience with Joint Deficiency Reporting System (JDRS), Enhanced Technical Information Management System (ETIMS), and Maintenance Information System (such as Integrated Maintenance Data System (IMDS))
  • Agile and Waterfall acquisition experience
  • Outstanding communication (written and verbal) skills and be capable of developing and presenting reports and presentations to the project teams, weapon system management and customer personnel in a clear, articulate, and concise manner.

Additional Experience:

  • Interpersonal Skills: Problem solver/solution seeker; critical thinker willing to identify alternative solutions to complex problems.
  • Previous experience supporting maintenance/operations/logistics activities for NCMC/ITW-AA
  • Contractor Logistics experience supporting systems under sustainment.
  • Experience developing and presenting logistics product technical documentation.
  • Knowledge of repairing, overhauling, maintaining, constructing, or inspecting equipment
  • Knowledge of agency program planning, funding, and management information systems
  • Broad knowledge of the organization and functions of activities involved in providing logistical support

Location: Bldg 1840, Peterson SFB, and contractor locations, Colorado Springs, CO

Travel: Potential for minimal travel (less than 10%)

Schedule: This position has telework capabilities (estimated 20% telecommute/80% in-person at Peterson SFB and contractor locations - subject to change per customer's discretion)
