General Statement of Job
Under limited supervision, assists Director in planning, directing, and supervising the Engineering Division and departmental field operations, including Sanitation Division, Streets/Stormwater Division, Fleet Division, Facility Maintenance Division, and Traffic Operations Division to ensure the efficient and effective operations of those divisions. Ensures departments' compliance with all applicable policies, procedures, codes, and regulations. Performs routine and complex engineering evaluations related to field operations including technical and supervisory work as required. Reports to the Director.
Specific Duties and Responsibilities
ESSENTIAL JOB FUNCTIONS
Plans, schedules, and oversees the Engineering Division along with the field operations of the Solid Waste Division, Streets/Stormwater Division, Traffic Operations Division, Fleet Division, and Facility Maintenance Division.
Supervises subordinate division heads; supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending discipline, transfers, promotions, and discharge.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice, and assistance as needed.
Coordinates department budget preparation; performs revenue analysis and projections as required. Prepares and administers the Engineering Division, Solid Waste Division, Streets/Stormwater Division, Fleet Division, Facility Maintenance Division, and Traffic Operation Division budgets.
Prepares and manages outsourced contracts for specific maintenance operations.
Prepares resolutions, letters, purchase and sales agreements for easements and right of ways and related documents.
Coordinates field operations with other Department divisions as appropriate; provides technical assistance and support to all divisions.
Determines equipment, tools and materials needed for field operations; obtains product information and pricing from vendors; develops specifications and prepares and/or approves purchase orders.
Ensures the proper maintenance and storage of equipment.
Inspects field operations to ensure compliance with policies and procedures, specifications, contracts, schedules, codes and standards of quality and safety.
Tracks project progress and maintains records as required.
Receives and responds to public inquiries, concerns, and complaints regarding Department activities.
Performs administrative/office duties as required, including attending and conducting meetings, preparing reports and correspondence, approving payroll, etc.
Receives, reviews, prepares and/or submits various records and reports including budget reports, maintenance records, attendance records, equipment specifications, purchase orders/requisitions, bills, statements, work orders, memos, etc.
Operates a motor vehicle and a variety of equipment such as a computer, calculator, copier, printer, engineers scale, two-way radio, telephone, surveying instruments, etc.
Interacts and communicates with various groups and individuals such as the department head, other department heads, Public Works division heads, subordinates, Regulatory Agency representatives, attorneys, engineers, contractors, sales and service representatives, and the general public.

Minimum Training and Experience
Requires a Bachelor's degree in civil engineering, construction management, architecture, or public administration supplemented by 12 - 15 years of progressively responsible experience in public works/engineering project management or operations, some of which has been in a supervisory capacity, or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. A general contractor's license is also preferred but not required. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.

Skill Requirements:
Has knowledge of the methods, procedures and policies of the Public Works and Engineering Department as they pertain to the performance of duties of the Sr Construction Project Manager. Has knowledge of the organization of the Department and of related departments and agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has working knowledge in the areas of civil engineering and construction as applied to municipal public works projects and programs. Has thorough knowledge of related equipment, tools and materials. Has thorough knowledge of all applicable codes and regulations, and is able to ensure compliance with such in all department projects. Has the ability to plan and coordinate the most effective use of resources to achieve department goals. Has the ability to offer assistance to co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology and various professional languages used within the department.
Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to communicate professionally in confrontational situations. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has knowledge of and skill in the use of computers. Has knowledge of applicable occupational hazards and safety precautions. Is able to perform duties in occasionally uncomfortable or hazardous conditions during site inspections, including extreme heat or cold, noise, dust, odors, smoke, machinery hazards, wetness, humidity, confined spaces, etc. Knows how to react calmly and quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a variety of machines and equipment including a computer, telephone, calculator, hand tools, etc. Tasks involve the regular and at times sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, entering confined spaces, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds).
Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor.
Requires ability to read a variety of contracts, material details, construction drawings, specifications, policies and procedures, etc. Requires the ability to prepare status reports, work directives, change orders, memos, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including engineering, construction, etc. Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time and weight. Must be able to use practical applications of trigonometry, geometry, algebra.
Requires the ability to inspect items for proper length, width and shape, and visually read various information. Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles. Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color.
Requires the ability to deal with people beyond giving and rece1v1ng instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Worker may be subject to danger or risk to a moderate degree. Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).
