The Federal Health business unit covers our work with the Centers for Medicare & Medicaid Services, including HealthCare.gov, and Medicare.gov. Our team supports Federal Heath in building and improving online public experiences and APIs that are reliable, accessible, and user-centered. We help millions of people enroll in healthcare and access Medicare and Medicaid benefits, and we help Federal Health improve the quality of Medicare and Medicaid services for beneficiaries and clinicians. This position is with the Support Information Technology and Data Innovation (ITDI) office for an ARPA-H Task Order 4.

Primary Responsibilities:

In this role, you will serve as an emerging subject matter expert, while serving as an individual contributor that exhibits a high level of trust, autonomy and empowerment. With minimal oversight from leadership, you will be responsible for leading and monitoring the ability to meet scope, schedule and delivery requirements and may support adjacent programs within the business unit. A Staff Data Architect exhibits strong influential skills to represent the data practice in planning sessions, advocating for the best technical solution, while communicating tradeoffs. You will serve as the primary lead and proactively communicate with stakeholders; while utilizing strong influential skills to drive improvements in data architecture processes and practices. Primary expectations of a Staff Data Architect include:




  • Leads strategic and critical data analysis, summarizing findings to provide program recommendations



  • Owns overall data strategy and oversees data collection, organization, and storage for program(s)



  • Identifies business components and translates requirements into functional BI portals and dashboards



  • Presents on technical topics effectively, articulating implementation complexity and other costs to inform business decisions



  • Responsible for data governance, eliminating gaps and improving data maturity



  • Aligns data architecture and standardizes access patterns to make data available to BI tools, apps, and websites



  • Oversees and aligns data organization, dictionary standardization, and glossary development with models



  • Periodically travels to work with and present to clients, partners, and stakeholders



  • Effectively communicates on existing systems, design decisions, past performance, and a major history of the projects that they've been part of for bid-writing, tech demos, and other potentially client-facing communications



  • Serves as a mentor for data analysts, scientists, and architects



  • Supports data team members with shipping features, providing direction and guidance



  • Participates in technical depth interviews with new candidates, evaluates homework assignments




Basic Qualifications:




  • PhD in Biosystems Engineering, Computer Science or related scientific field and 8+ years of experience


  • Prior ARPA-H, DARPA, or other ARPA-like contracting experience is required



    • Experience in machine learning and natural language processing is required




    Preferred Qualifications:



    • Experience in computational replication is preferred
    • Experience in language modeling, statistical or key-phrase extraction, and medical applications is preferred

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
