Consultancy- Policy Analyst Habitat for Humanity International is looking for a Policy Analyst consultant for 6 months- from January to June 2025.
Terms of Reference: This document is to serve as a Terms of Reference between Habitat for Humanity Europe and Middle East (HFHI/EME) and a consultant. The purpose of the document is to determine the responsibilities of the consultant. 1. Background Habitat for Humanity International (HFHI) as a global housing non-profit organization has been present in Central and Eastern Europe (CEE) and in the Western Balkans (WB) for decades - having national offices and partnerships in more than 10 countries. The Area Office (AO) for Europe and Middle East (EME) is based in Bratislava, Slovakia. In the last 15 years HFHI and HFH national offices and partners implemented several affordable housing projects in CEE and advocated successfully for more inclusive housing policies both at national and EU level. 2. Summary of the Consultancy As recently housing has emerged as a key topic for elections and raised high on the public agenda, including the EU level, HFHI wants to strengthen its capacity and understanding how to influence policy making and funding allocations at the EU level in a more effective and inclusive way. The consultant would provide policy analysis support for the key people in the organization who are doing advocacy at the EU level. Special focus will be given to policies related to vacant real estate conversion into affordable housing. 3. Key tasks of the Consultant: - Review EU policies related to housing and related policy areas like affordable and social housing, energy poverty, urban regeneration, preventing homelessness etc. - Review EU policies related to energy efficiency renovations and related areas like decarbonization, sufficiency etc. - Support the work of a student researchers from CEU, Vienna on Mapping EU funding for affordable housing and consolidate their final report - Prepare an HFHI policy paper at EU level on vacant real estate conversion into affordable housing - Support developing policy messages for the ESTHer project partners - Help prepare presentations for conferences and events - Monitor the work of the new EU Commissioner of Energy and Housing - Monitor the policy messages of our key peers in Brussels related to affordable housing 4. Deliverables: - Summary of key EU policies related to housing including identifying possible entry points for advocacy. - Summary of key EU policies related to energy efficiency renovations including identifying entry points for advocacy. - Consolidated report of CEU students on EU funding for affordable housing - ESTHer policy paper - Regular update summaries - As requested 5. Timeline and conditions As per the contract. The contracting time is from January 2025 until June 2025 Approximate number of working days: 10 per month 7. Selection criteria All proposals will be evaluated systematically, based on the following prioritized list of our key evaluation criteria: * Proven experience in research related to housing * Understanding of the housing systems in CEE/WB * Knowledge of EU policies and funding related to housing and energy * Proves experience of EU policy analysis * The best value for money offer 9.
